Description
This project is for the replacement/refurbishment of major internal components of Boiler #3 in Building 227 at the Rock Island Arsenal, Rock Island, IL. The major parts of the scope include replacement of all steam generating tubes, replacement of four foot sections of all wall tubes, replacement of monolithic baffle and all required design, engineering, demolition and construction. The contractor will provide labor, supplies, materials and oversight for the execution of the project along with testing and commissioning of the refurbished boiler. The boiler is a Wicks, type R, coal fired stoker with maximum continuous rating of 100,000 pounds per hour and a four hour peak rating of 125,000 pounds per hour, National Board of Boiler and Pressure Vessels number 2742, which was installed in 1963. The design shall be performed by a designer that is a licensed P.E. with experience in this class of coal fired heating plant boilers and familiar with repair of monolithic baffles and boiler tubes. The work will need to be accomplished during the summer non-heating season May 15 to September 15th. This work will need to be carefully planned and executed because all boiler repairs must be completed by September 15, 2010. The rough order of magnitude for this proposed procurement is between $1,000,000 and $5,000,000. This procurement is unrestricted in accordance with the Small Business Competitiveness Demonstration Program, NAICS code 238220/$14,000,000. The solicitation, scope of work and specifications will be available on or about April 2, 2010. The solicitation and specification will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. The solicitation shall be issued via the Internet at https://acquisition.army.mil/asfi and http://www.fedbizopps.gov. Any changes to the solicitation shall also be posted to these websites. It is the responsibility of the contractor to check these sites daily for any posted changes. CAUTION: This solicitation will be issued electronically as will any amendments thereto. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your bid or proposal non-responsive and result in the rejection of the same.
