Pre-Solicitation Synopsis Oklahoma City Logistics Center (OC-ALC) is contemplating to procure spares of the Line item cited below for a FFP Sole Source Contract with United Technologies Corporation for the procurement of Aircraft Exhaust Duct to support the F100-PW-229 Aircraft Engine. THIS IS A SOLE SOURCE ACQUISITION United Technologies Corporation (Cage Code 52661) 1.Solicitation will be issued on or about: 2 April 2010, and closes: 3 May 20102.Solicitation number: FA8121-10-R-00463.Purchase Request number: FD2030-10-710014.Nomenclature/Noun: Aircraft Exhaust Duct5.NSN: 2840-01-420-2437 NZ /Part Number: 4084485-016.Application: F100-PW-229 Aircraft Engine7.AMC: 1C8.Description: Function: Used to contain exhaust air. Predominant Material: Nickel Alloy. The dimensions are approximately 29 inches diameter X 16 inches. New Manufactured Material Only, Surplus is NOT acceptable. This is a non-commercial purchase. 9.Total Line Item Quantity: L/I 0001 - qty 99 ea. 10.Delivery: Quantity of 10 ea Monthly Beginning 31 Aug 2010 11.Ship To/Destination:Tinker AFB Central Receiving, 7401 Arnold Street, Bldg 506 Door 22, Tinker AFB, Ok 73145-9013 United States 12.First Article Required: Yes 13.Qualification Requirements: Yes qualification requirements apply. See solicitation for more details. 14.Export Control: Data for this item is export controlled. A company must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) to be eligible to download documents marked Export Controlled. This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). If you are a vendor outside of the U.S. or Canada you must obtain authorization by the government agency; contact the Contracting Officer directly to obtain the documents. The form and instructions for filling in the form are available at http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. The solicitation/data package will be available to the data custodian identified in block 3 of the DD Form 2345. The extent of foreign participation has not yet been determined. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
