Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at Hoffman II, on behalf of HQ U.S. Army Materiel Command, intends to procure an 18-24 month accredited MBA or MS program with a concentration in logistics and a certificate in logistics, using a HUB Zone certified small business set-aside, small business set-aside, or under full and open procedures. If at least two responsible HUB Zone certified small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 12:00PM / March 26, 2010 the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open procedures. Only Institutions are to submit capability packages. Interested small businesses that are certified and qualified as a HUB Zone, or small business concern in NAICS code 611310 with a size standard of 7.0M are encouraged to submit their capability packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 6 pages and must be submitted electronically. Institutions are to outline their experiences in the following questions: 1. Describe how your organization will manage a business relationship with our organization, including names, titles of all personnel and years of experience with the Executive Education Programs. 2. Describe your company's process to ensure successful contract implementation and ongoing contract success. 3. Provide information to differentiate your institution from other institutions. 4. Describe what methods will be provided to ensure the cohort successful participation and completion of the program. Areas or tasks where a contractor does not have prior experience should be annotated as such. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Ms. Kimberly Posey. A FFP contract is anticipated. The anticipated period of performance will be 1 September 2010 30 December 2012. The place of performance will be determined based upon the awarders location. PERFORMANCE WORK STATEMENT FOR LOGISTICS AND TECHNOLOGY (LOGTECH) Master of Science (MS) or MASTER OF BUSINESS ADMINISTRATION (MBA) PROGRAM 1.0.Scope The purpose of this contract is to acquire contractor-services for a high-quality, accredited Master of Science (MS) or Masters of Business Administration (MBA) program with a concentration in logistics and a certificate in logistics. The program shall be part-time and designed to fulfill the advanced educational requirements of the Department of Defense (DoD) and other government agencies personnel. The LOGTECH MS or MBA shall provide an 18 24 month paced program of study in which student progress through courses along with a cohort group that interacts with each other on a regular basis. The program shall provide students with a working knowledge on procurement, operations management and logistics plus a solid grounding in the geography, politics and business cultures around the world. The learning environment shall consist of online and classroom instructions and studies abroad. 2.0 Requirements 2.1 A LOGTECH MS or MBA Degree program and a Certificate in Logistics that services uniformed and civilian personnel from the Department of Defense, other government agencies, and private sector. 2.2 A live case and or benchmarking study thats focused on real-world issues or opportunities from DoD and or private sector organizations that participants acquired skills are successfully applied. 2.3 Conduct Curriculum Review and revision of the LOGTECH MS or MBA by integration of important current information and lesson learned from presentations, discussions, materials, student evaluations, research, conferences, and guest speakers. 2.4 Provide an applied project capstone that involves a systemic, critical review and analysis of a particular strategic logistics project program action, or role within a military or private sector organization. 2.5 Coordinate with COR for scheduling of the LOGTECH MBA or MS offering, developing of curriculum and other matters related to the conducting and providing the LOGTECH MBA or MS. 3.0 Contractor Requirements 3.1 The contractor shall deliver an 18 24 month accredited MBA or MS program of study that is a paced program in which students progress through courses along with a cohort group. The program shall be all inclusive of tuition, fees, books, and other training materials, meals and lodging during campus residencies, field trips and study tours; other expenses, except individual transportation of students to and from campus residencies, and to and from Overseas Study tour. 3.2 The contractor shall deliver a Certificate in Logistics. 3.3 The contractor shall deliver two (2) residencies at the University. 3.4 The contractor shall deliver one (1) (7 10) day overseas residency abroad. 3.5 The contractor shall deliver a program with integrated modules that (1) address the broad foundations of business theory and practices as well as cross-functional business issues; (2) guide applications to practice; and (3) assist in the development of person skills. 3.6 The contractor shall deliver an applied systems design project course that involves a systemic, critical review and analysis of a particular strategic logistics project program action, or role within a military or private sector organization. 3.7 Manage the application process for private sector applicants. 3.8 Coordinate and provide all program related communications, read ahead material, presentation media and instruction material, name tags, and placards for each student for each residency. 3.9 Ensure all course on-line instructions, materials, books, e-books, data, and electronic media, and any related information to the successful completion of the program is available and updated for each student. 3.10 Ensure data, files, and any information related to the successful completion of the program are updated and available. 3.11 The contractor shall develop a curriculum and deliver a LOGTECH MS or MBA and a Certificate in Logistics to educate DoD military and civilian personnel, and other government agencies personnel in accordance with the following guidance: (3.11.1) Emphasize strategic thinking, analysis and decision-making, as well as extensive technical knowledge and skills. (3.11.2) Allow students to explore the impact of new communications and information technologies on the practice of global logistics and supply chain operations, strategy and management. (3.11.3) Provide an applied capstone- consulting course that involves a systemic, critical review and analysis of a particular strategic logistics project program action, or role within a military or private sector organization. (3.11.4) Provide participants with the opportunity to establish new relationships that will enhance cross-service, military-private sector communications and cooperation; (3.11.5) Ensure students engage in the media-rich, internet based learning and collaboration of online discussion, activities and team-based projects.
