Description
The Department of Defense (DoD) Defense Information Systems Agency (DISA), Program Executive Office - Global Information Grid Enterprise Services (PEO-GES), Falls Church, VA, in coordination with DISA's Defense Information Technology Contracting Organization (DITCO), is requesting information to determine sources sought with demonstrated experience to operate, sustain, troubleshoot, and integrate product upgrades in support of Strategic Knowledge Integration Web (SKIWeb). B. Objective To obtain information about suppliers that are: •1. Experienced in the operational sustainment of DoD web-based, Defense Enterprise Computing Center (DECC)-hosted information systems •2. Familiar with SKIWeb core technologies C. Background SKIWeb was developed to provide a net-centric, asynchronous, collaborative event management capability in order to improve situational awareness for all Secure Internet Protocol Router Network (SIPRNET) and Joint Worldwide Intelligence Communications System (JWICS) authorized users. The SKIWeb project began in Apr 2004 as a PowerPoint tool that demonstrated a vision for information management within USSTRATCOM's Global Operation Center (GOC). SKIWeb replaced the C2Gateway (a web-based force status data management application) and was introduced to change the paradigm of information and knowledge flow within the command to support Net-Centricity and Knowledge Management. SKIWeb events are real-world and exercise-related occurrences that are of interest to the SKIWeb community; these events can range from staffing activities to full-blown military engagements. The SKIWeb vision is to organize event-based information into a globally accessible, operationally relevant, near real-time database enabling users to quickly and collaboratively share data, plan strategies, coordinate Course of Action (COA), assist in the decision making process, and adjust as necessary as situations develop. The operation and sustainment of SKIWEb includes but is not limited to the following: •· Provide engineering, system administration, and technical support to perform technical upgrades, functional enhancements, participate in requirements and design reviews, provides demonstration support. •· Provide subject matter expertise along with appropriate organizations (USSTRATCOM, CSD, CCC, etc.) to ensure the proper integration, configuration and operation of SKIWeb at a DECC environment (production and COOP systems). •· Conduct, attend, and participate in design reviews, briefings, and working group sessions. •· Update and maintain development software/computer platforms with expertise in the following: •· BEA WebLogic Server •· Oracle Relational Database Management System (RDBMS) •· Oracle Internet Directory (OID) •· Sun Solaris/Unix •· Spring Framework •· Hibernate •· SOLR/Lucene •· Acegi Security •· OSCache •· Deliver discrete update releases of SKIWeb. •· Maintain the SKIWeb application, interfaces, and database software, design, and specifications. •· Maintain the logical and physical database designs in an automated tool. •· Publish discovery information on the SKIWeb Web Services to the DISA Net-Centric Enterprise Services. •· Test approved system enhancements. •· Provide and maintain full software lifecycle documentation to include but not limited to CONOPS, User's Guide, Installation and Administration Guide, Customer Support and Help Desk Procedures, Disaster Recovery and COOP Procedures, Configuration Management, System Architecture, and System Security Authorization Agreement. •· Provide end user training for the user community to facilitate their use of the SKIWeb user interface, Web Service, and software development tools. •· Provide engineering support for planning, management, and execution of security and information assurance activities in accordance with DoD Policy. •· Provide on call Tier II/III help desk support (24x7). D. Requirements: RFI responses must include: •1. Name of the primary point of contact for the response •2. Business title •3. Email address •4. A brief summary description of previous relevant experience in the operational sustainment of DoD web-based, DECC-hosted systems. Include management, engineering, testing, help desk support, and configuration management E. Knowledge and Experience: DISA PEO-GES requests answers to the following questions: •1. What experience do you have with DoD Information Assurance (IA) policies and procedures? •2. What experience do you have with DISA's Network Operations (NetOps) policies and procedures? •3. What expertise do you have with net-centric services? •4. What experience do you have in the implementation of applications in DISA's DECC hosting environments and coordination of efforts with DECC personnel? •5. What experience do you have working with Coalition Partners in terms of access and releasability processing (i.e., Releasable (REL) Demilitarized Zone (DMZ)) ? •6. What experience do you have working in geographically dispersed classified environments (SIPRNet, JWICS) to include bringing cleared personnel onboard at the start of a contract? •7. What experience do you have in implementing the SKIWeb Core Technologies as listed in section C? THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the SKIWeb work. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Respondents shall classify their company using one or more (if applicable) of the following NAICS Codes: 54151 Computer Systems Design and Related Services 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) - 500 or fewer employees Due Date: All RFI responses are due no later than 1600 hours (4:00PM) EDT, 31 March 2010.
