- DESCRIPTION Recovery The work of this project requires the Contractor to provide all labor, supervision, materials, equipment, and services as needed to design and install a Central Energy Management System with zone controls to control the temperature in approximately 14 zones in 3 of Crater Lake National Park's administrative buildings. These buildings are the Administration building (Sager Building #1), the Visitor Center (Steel Building #2), and the Ranger Building (Canfield Building #3). The work will include the removal of existing air-handlers, ductwork and controls from each building insulate all accessible existing duct systems with 3" FSK insulation; balancing dampers for all supply air runs for each grill and replacement with new variable air volume air-handler system with a variable frequency drive fan system; installation of new ductwork, exhaust fans, outside air modulation system, master control panel and temperature control thermostats; replace existing control systems with DDC controller, upgrade sensors and system actuators; install user-adjustable air dampers; stamped mechanical drawings; air balance by licensed engineer; temporary heating and cooling, electrical wiring, registers and grills, access holes.; provide and install a new Network Automation Engine - as the 'front end" of the new Energy Management System; provide and install new field equipment controllers to control the field devices for each air handling unit and exhaust fans. Field devices include: outside air temperature sensor (1);room temperature sensors (two per floor for each of the three buildings);start /stop for each air handler, duct heater and exhaust fan; temperature sensors for each air handler for supply air, return air and mixed air; damper control actuators; provide and install new field devices for monitoring the outside air temperature, AHU supply air, return air and mixed air, and for start/stop for air handing units and duct heaters; provide and install new zone temperature sensors; provide and install communication wiring between the buildings using existing conduit; program the new Energy Management System so employees will be able to use remote computers to monitor the system and make necessary adjustments; provide a system capable of providing trending for Energy Management; training for using the new Network Automation Engine system. All 3 buildings are historic and all work must conform to NEPA compliance standards. No substantial structural alterations will be permitted within the scope of work. The project range is estimated to be between $250,000 and $500,000. Project completion is required by October 31, 2010. A site tour will be held at 9:00am on April 6, 2010. Interested parties should meet the Project Manager at the Crater Lake National Park Administration Building located at park headquarters four miles north of State Highway 62 for escort to the job sites. The Request for Proposal (RFP) will be available on/about April 1, 2010 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps site at http://www.fbo.gov or directly from the Department of Interior website at http://ideasec.nbc.gov. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date. Note: This project will be funded through the American Recovery and Reinvestment Act of 2009 (ARRA) and upon award, the contractor must meet all reporting requirements as described in FAR 52.204-11 American Recovery and Reinvestment Act- Reporting Requirements (FEB 2010 DEVIATION).
