Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to modify Cost Plus Fixed Fee contract N00140-02-D-1184, with Northrop Grumman Defense Missions Systems (NGDMS) of Reston, Virginia, to provide non-personal, Business Process Reengineering Analysis, Integration, Engineering, Knowledge Management, and Activity Base Cost Support Services to the United States Joint Forces Command and its subordinate Joint activities, for the period of performance 01 April 2009 through 31 January2011, at an estimated total support of 78,750 hours. Overtime is not anticipated. The services are considered critical and vital to the Government and must be continued without interruption, pending competitive award of a follow-on solicitation. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. NGDMS is the only known source that has the necessary contract infrastructure, including specialized experience, expertise, past performance, trained personnel, and security clearances in place to perform all required services, without interruption, starting 01 April 2010, at the USJFCOM. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five (5) days after the date of publication of this synopsis. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information received. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 5 days of this notice. The applicable North American Industry Classification System code and size standard are 541611 and $6.5M, respectively. The NECO website has a "submit bid" button next to the solicitation number.
