- AFMS Medication Administration Course Development & Implementation Performance Work Statement (DRAFT) Air Force Medical Service (AFMS) Medication Administration Course Development & Implementation (One (1) Full Time Equivalent (FTE)) This is a sources sought synopsis only. This is NOT a solicitation request for proposals or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are small businesses, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses, or small disadvantaged businesses, and (3) their size classification relative to North American Industry Classification System (NAICS) code 541430, Medical Illustration Services, with a small business size standard of $7M for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. A determination by the Government to not to compete this requirement as a set-aside based on responses to this notice is solely within the discretion of the Government. Interested parties are expected to review this notice and the draft Performance Work Statement (PWS) to familiarize themselves with the requirements of this project. Scope: A key component of the Total Nursing Force (TNF), our 4N0X1, Aerospace Medical Service personnel are spread across the Air Force Medical Service (AFMS). There are approximately 6,125 active duty and approximately 6,325 Guard and Reserve 4N0X1s. This new capability would serve as a comprehensive training platform applicable and available to any of our 12,450 4N0X1s regardless of the individual's training, experience, or location around the globe. MTF's would no longer need to develop a local training program, which is the standard of practice today, representing countless man-hours to develop and administer. The driver for this requirement is to create a standardized training platform designed to reduce medicolegal vulnerabilities and establish a measurable end product line that we as an AFMS can stand behind. Providing a common training platform in this core competency bridges the gap between the experience and competency throughout the medical technician's lifecycle and skill level while reinforcing key fundamentals and principles the AFMS feels relevant in rendering safe and effective health care. Project Requirements: Please see attached PWS for specific project requirements Air Force Medical Service Medication Administration Course Development & Implementation (One (1) Full Time Equivalent (FTE)). Capability Statement/Information Sought: Sources are expected to have the personnel, facilities, equipment, and experience to develop and implement an AFMS-wide medication administration course to establish a standardized training platform for 4N0X1s to verify competency through professional nursing oversight at local Medical Treatment Facilities (MTFs) utilizing standard procedures. Tailored capability statements shall demonstrate a clear understanding of all tasks specified in the draft PWS. Information Submission Instructions: 1. Page limitations: Interested qualified small business organizations shall submit a tailored capability statement for this requirement not to exceed twenty (20) single spaced pages including all attachments, charts, etc. (12 point font) that clearly details the firm's ability to perform the aspects of the notice described above and in draft PWS. Tailored capability statements shall also include an inidication of current small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address, point of contact, and DUNS number). 2.
