Description

For the past several years, the Federal Railroad Administration (FRA) has been performing railroad network and traffic flow analyses using waybill data from the major North American railroads together with a GIS software application. The GIS application currently being used is a proprietary package developed by E-Ternational Research Consulting and which now needs updating to make it compatible with the current Microsoft Access 2007 platform recently adopted by the U.S. Department of Transportation (DOT). Pursuant to FAR Part 13.106-1(b)(1), FRA intends to negotiate a sole source contract with E-Ternational Research Consulting to update its GIS application to restore functionality for waybill data analysis in Microsoft Access 2007 environment. This notice is for information purposes only, and a competitive solicitation is not available.
