- This is a Pre-Solicitation Synopsis for the US Army Contracting Command, Rock Island Contracting Center for solicitation W52P1J-10-R-0099, which serves as notification to industry of the procurement of vehicle maintenance and training services in support of the Iraqi Security Forces (ISF) at various sites within Iraq. The anticipated date for contract award is on/about May 28, 2010. The vehicle maintenance and related services to be procured include the following: maintenance training designed to assist/sustain a given sites maintenance repair personnel, ability to deploy Mobile Support Teams (MST) to ISF locations on an as needed basis to perform light and medium repairs, sustainment of the Class IX Joint Repair Parts Command (JRPC) complex at Taji, bilingual (Arabic / English) capability to ensure smooth interaction with U.S. Government representatives at individual maintenance locations. The initial performance is expected at Al Asad, Baghdad International Airport (BIAP) and Taji within Iraq. The proposed action is for a Cost-Plus-Fixed-Fee (CPFF), sole source contract with AECOM Government Services with a period of performance of six (6) months from 01 June 2010 through 30 November 2010. This contract will be done under Other Than Full and Open competition as authorized under FAR 6.302-1. This six-month contract will allow for the continuity of services without duplication of costs not expected to be recovered via competition while the U.S. Government transitions full command and control of the mission to the Government of Iraq by 30 November 2010. The NAICS code for this procurement is 811198 (All Other Automotive Repair and Maintenance). This is not a request for offers. A determination not to compete this procurement based upon response to this notice is solely within the discretion of the Government.
