- Sources Sought only. This is not a solicitation announcement. This is a sources sought synopsis only for small business concerns, not any large business. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, small veteran owned business or service disabled veteran owned small business) relative to NACIS 562212 $12.5 M. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement.The VA North Texas Health Care System, is seeking small business sources for a potential contract to provide hazardous waste removal service (bio-hazardous and/or radioactive waste excluded) which shall consist of supervision; labor; waste tracking to include lab analysis/field screening and documentation, categorization; disposal materials; supplies; packaging; transport fleet; transportation; disposal; disposal documentation; and any other needed industry equipment. Documentation shall include quarterly and annual summary reports that shall be in compliance with federal, state, and local laws and regulations. Services shall be provided for the base period and shall have four (4) options allowing the government unilateral right to extend the term of the contract for an additional twelve (12) months each time. In accomplishing any work under the contract, the Contractor is totally responsible for full compliance with federal, state, and local laws and regulations and therefore shall be required to keep current all licenses, permits, etc., that may be required by said governing agencies. Necessary also is compliance with all applicable OSHA, EPA, and 49 CFR (DOT) requirements, including but not limited to HM-18. Copies of these documents to include US EPA certifications and State EPA hauler registration shall be made available to the Contracting Officer and/or the Contracting Officers Technical Representative (COTR) upon request. It shall be the Contractors responsibility to ensure that only those individuals, e.g. supervisor, technicians, etc. have received the minimum training required by law as specified in 29 CFR 1910.120. Each Contractor performing work on VANTHCS facilities shall carry proof of training and certification either on their person or in their vehicle. Under terms of the contract the COTR reserves the right to randomly request Contractor personnel to show certifications at time of pick up. The Contractor shall ensure that all work performed under the contract shall be in compliance with their site safety plan. The plan at a minimum must define methods used to protect contractor personnel, VA patients and employees, and the nearby population during packaging and removal operations. Pick Up and Packaging: At both VA facilities (Dallas and Bonham) there will be no centralized pickup point nor will the VA be responsible for any pre-packaging. Therefore it shall be the responsibility of the Contractor, under the direction of the COTR, to visit those areas within the facilities identified by the COTR as requiring hazardous waste removal services. Preferred Disposal Method: The Contractor should refer to the VANTHCS preferred hierarchy when determining disposition of waste. The hierarchy is as follows: 1. Recycling; 2. Incineration (Part B incinerators); 3. Treatment (neutralization); 4. Landfill. Use of Ultimate Disposal Sites: Box number nine (9) of the shipping manifest shall bear the name and address of the ultimate permitted incineration, treatment, or disposal site. Waste generated by VANTHCS shall be manifested to storage stations and subsequently re-manifested unless specific case-by-case authorization is obtained from the COTR. Waste approved for transport to storage stations shall not be comingled in the same shipping container with waste from any other generator. NOTE: Due to constantly changing requirements, VANTHCS cannot provide an accurate inventory of waste that the Contractor can expect to remove each quarter. Therefore, the Contractor shall provide an invoice for each removal, and only for the materials removed. The intended contract period will be for a base year and four, one-year option periods. Response to this notice must include company name, address, and point of contact, phone number, email address, DUNS #and size of business pursuant to the following questions: 1. Is your business small. 2. If small, does your firm qualify as a small, emerging business, or small disadvantaged business? 3. If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act 4. Is your firm a certified "Hubzone" firm? 5. Is your firm a woman-owned or operated business? 6. Is your firm a certified Service-Disabled Veteran Owned Small Business? 7. Is your firm a Veteran Owned Small Business? Small businesses considering participation in this potential solicitation process under any Small Business Set-aside procedure must do so in a manner consistent with the requirements of the Small Business Act. No Large Businesses are to respond to this notice. Responses to this notice must be e-mailed only,William.kingsley@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 1:00 p.m. 3/29/2010. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Government is not obligated, nor will the Government pay for any information received from potential sources as a result of this Sources Sought Notice.
