Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineer, St. Paul District intends to award a Firm-Fixed Price Purchase Order. This announcement constitutes the only solicitation and a written solicitation will be issued. The requirement calls for the purchase of two (2) Diesel tier powered marine generator sets for installation on the Tender Butler per the Scope of Work (SOW) specifications. The generator is the principal electrical power source for the towing motor vessel. IMPORTANT: Each generator shall not exceed 1900 BTU/MIN of heat rejection to the coolant. The cooling system must be compatible with the installed Fernstrum Keel Cooler, model #C848U, cooling set-up. The Contractor supplying the generator sets is responsible for the delivery of the generators to the Fountain City Service Base, located in Fountain City, WI. The solicitation number W912ES-10-T-0025 is issued as a request for quotation (RFQ). The solicitation will be issued in accordance with FAR Part 12, and evaluated in accordance with FAR Part 13. The award will be made to the offeror with the ability to fulfill the aggregate of requirements. This procurement is 100% unrestricted. The North American Industrial Classification Codes (NAICS) is 335312 and the business size is 1,000 employees. This synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text. The following Federal Acquisition Regulation (FAR) clauses and provisions apply: 52.204-7; 52.212-1; 52.212-2, Evaluation factors (a) The Government will award a best value contract to the responsible offeror whose offer conforming to the solicitation will meet the technical factor. The following technical factor must be met for further consideration: Maximum heat rejection of the installed coolers of 1900 BTUs per minute (Technical Capability). A completed copy of clause 52.212-3 must be submitted with each offer and/or proper ORCA certifications; 52.212-4; 52.212-5; 52.222-50; 52.252-1; 52.252-2; 52.252-5; and DFARS Clauses 252.212-7001. Offerors must be registered in the Central Contractor Registry (CCR) located at www.ccr.gov prior to contract award. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government. A copy of the Request for Quotation is attached. Offers are due no later than 25 March 2010 by 11:00 a.m. Central Standard Time. Electronic responses are the preferred method.
