- The Mission and Installation Contracting Command (MICC), Directorate of Contracting, United States Military Academy at West Point New York intends to issue a modification to extend the current Firm Fixed Priced contract # W911SD-05-C-0007 with Penn Enterprises, 5260 S. Stonehaven Dr, Springfield, Mo 65809-4641 for an additional six (6) months with 3 one month option periods. The modification to extend the contract will provide continuation of services pending the award of the competitive contract by MICC Ft. Eustis. A new solicitation is being prepared for a base plus 4 year period by the MICC, Ft. Eustis, VA Contracting Center and this will satisfy all the requirements for fair and open competition. A Sources Sought notice was posted on 22 January 2010 and closed on 5 February 2010. Two companies identified an interest in competing for this solicitation. As a result a new DD Form 2579 has been approved on 26 February for a for a Hubzone set aside.This action is being pursued under the authority of Federal Acquisition Regulation (FAR) Part 6, subpart 6.302-1 (only one source). The current authorization under FAR clause 52.217-8 will expire on 31 March 2010. The extended/base period will be from 1 April 2010 through 30 September 2010 with three one month options at an estimated cost of $1,444,000. The contract covers the operation of the Government Owned Contractor Operated Laundry and Dry Cleaning Facility (L&DC) at the U.S. Military Academy (USMA), West Point, NY. The contractor provides laundry and dry cleaning services to include maintenance and repair of equipment, pickup and delivery services and related operational functions. The primary customer for the Laundry and Dry Cleaning Plant is the United States Corps of Cadets (USCC). The L&DC also services the Cadet Mess, Cadet Supply, Cadet Barracks, Hospital, Dental and Veterinarian activities, and miscellaneous other USMA and Garrison activities. It supports the cleaning of organizational Cadet Support equipment, combat and training equipment as well as official activities to include the color guard and cleaning of flags, banners and other like items. The combined estimated workload is 3,000,000. Cadet work approximates 2,200,000 pieces, including the majority of dry cleaning articles. Cadet work must be processed and delivered within 2-3 days of pick-up, as must Organizational work, except Cadet Mess and Hospital work which must be delivered within 24 hours. The facility also provides services to other DOD agencies to include the New York Air National Guard (NYANG) 105th Airlift Wing, Stewart Air National Guard Base located at Stewart International Airport, Newburgh New York and the United States Marine Corps, Marine Air Group 49 (MAG-49) Detachment B (Det B) at Stewart ANG Base. Any response to this notice must show and provide clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the governments need no later than 29 March 2010. Detailed capabilities must be submitted to the Directorate of Contracting, West Point, Attn: Dave Ariosto, 681 Hardee Pl, West Point, NY 10996-1514 (electronically preferred to david.ariosto@us.army.mil) This synopsis is not to be considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government.
