Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: Item# 19725-A85 Cannon miniAV-X, Automatic Viscometer1 EACH "miniAV-X Dimensions:254 mm wide x 437 mm deep x 526 mm high (10 x 17.2 x 20.7) Power Supply "Dimensions: 330 mm wide x 396 mm deep x 172 mm high (13 x 15.6 x 6.8) "Weight: Bath Unit: 18 kg (40 lbs); Power Supply: 11 kg (24 lbs); Waste Receiver: 6 kg (13 lbs) "Shipping Weight: 57 kg (125 lbs) with all units/accessories "Operating "Conditions: 15-30C, 10%-90% RH non-condensing, Installation Category II, Pollution degree 2 "Fuse Rating: 115V & 100V Units: M 250V 8A, 1.25 x 0.25; 230V "Unit: M 250V 4A, 1.25 x 0.25 "Compliance: CE Mark: EMC directive (89/336/EEC); Low voltage directive "(73/23/EEC); HI-POT, (1900 VDC, 60 sec.) Sys. w/ Smart Card1 EACH Unit Includes: (1) Viscometer Tube (1) Silicone Bath Fluid (1 liter) (1) Dozen miniAV Sample Vials (1) Set of Calibration Standards (1) ViscPro Software (1) Dual Solvent Item# 30006-G10 Installation and Training The intended delivery date for the item(s) is May 1st, 2010. The Government intends to award a Firm-Fixed Price sole source contract to Cannon Instruments Company, 2139 High Tech Road, State College, PA 16803. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 334513 and the Business Size Standard is 500. Cannon Instrument Company is the manufacturer of the miniAV-X automated viscometer. They are the only provider and do not sell through distributors. This viscometer will enable the laboratory to continue testing fuel samples for conformance to product specifications to ensure that no damage is done to ATC test items due to poor fuel quality. The Cannon miniAV-X meets or exceeds all of ATCs requirements. There is no known company that makes an instrument meeting the basic requirements (D445 method + accuracy, capillary viscometer with auto sampler and small footprint). Cannon is also an ISO 17025 certified company, which will be able to provide parts and service that will fall within the Chemical Sampling and Analysis Teams accreditation. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, March 30th, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
