Description
The 105th Airlift Wing intends to issue a sole-source procurement action with JLG Industries of McConnellsburg, PA for the procurement of the following item: Operator/Safety Training to accommodate 1 to 15 students for a one day classroom and hands-on training. Instructor training will include operator and safety training for JLG specific Aerial work platform (AWP) equipment. Individuals will receive various hand-outs relevant to the JLG 740AJ model and be certified on its operation to current ANSI standards. Technical Training to accommodate up to 8 students for a three day classroom and hands-on training. Instructor training will include technical training for the JLG 740AJ articulating boom lift. Individuals will be trained and required to complete performance evaluations to a satisfactory level on the technical operation of the JLG 740AJ model in order to be certified to operate equipment. Training will take place at the 105th Airlift Wing located in Newburgh, NY. The authority cited is 10 U.S.C 2304(c)(1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. The reason for this determination is that the JLG 740AJ model is manufactured solely by JLG Industries and is the only company certified to provide OEM training on their equipment. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above. Interested parties must provide rationale as to why they should be condsidered. All interested firms must respond by Tuesday, April 6, 2010, 10:00AM EST. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
