- Sole source purchase of Acquity UPLC Fluorescence Detector Model #176015029. The U.S. Department of Agriculture, Animal Plant Health Inspection Services, Grain Inspection Packers and Stockyards Administration (GIPSA) Facility in Kansas City, MO, intends to award a sole source purchase order to Waters Technologies Corp., for the Acquity UPLC Fluorescence Detector Model #176015029. The rationale for this intention to Sole Source can be found in FAR 6.302-1 ( Only one responsible source and no other supplies or services will satisfy agency requirements. ) The purpose of this procurement will be to provide the laboratory with a Fluorescence Detector, Empower 2 Personal Single System Software, a CDS computer, installation and extended warranty. The requested UPLC Fluorescence Detector must be fully compatible with existing Acquity UPLC system and instrument control software within the lab. The only fluorescence detector found in the marketplace to be fully compatible with the existing lab system is the Acquity UPLC Fluorescence Detector Model #176015029. Instrument Specifications • Multiple detection modes - 2D, 3D, and on-the-fly spectral scanning • Intuitive software interface and diagnostic tools to determine that the detector is performing optimally • Low volume (<2uL), axially illuminated flow cell design allows for better light absorption, resulting in enhanced sensitivity • High-speed data rates (up to 80Hz) and independent optimization of filter time constants allowing full characterization of narrow, sharp peaks typical of UHPLC separations Specific items requested: 176015029 Acquity UPLC Fluorescence Detector 176001825 Empower 2 Personal Single System Software 186004844 W/S, Waters CDS Computer M58p 741000141 Waters Software Add-on Installation 741000100 2-hours Installation service and training 740002853 Total Assurance Warranty extension (2-years) on the Fluorescence Detector 740000828 Waters Software Premier 2-year plan Estimated total dollar amount on award including Freight Charges is $36,347.89 The Technical Services Division of (GIPSA) is responsible for maintaining the reference methods for all official services provided by GIPSA to facilitate the marketing of grain. It is also responsible for developing and maintaining methods for accurately predicting the quality of grain and grain products moving through the U.S. marketplace. In order to provide the highest quality service needed to minimize variability in the testing methods, GIPSA has standardized its reference methods to specific methods and equipment. Only these specific methods/equipment can be used by the lab Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small Business concerns are encouraged to participate. This is not a request for competitive proposals. Information and /or pricing received will be considered solely for informative purposes. No requests for capability briefings will be honored as a result of this notice.
