- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a sole source purchase order to Carl Zeiss SMT for the replacement and modernization of TRS 2kx2k slow-scan CCD camera on Zeiss 912 Omega Transmission Electron Microscope. NINDS engages in fundamental research on the structural and physiological basis of excitotoxic injury of large central nervous system neurons. Many of the principle techniques of modern structural biology, especially advanced electron microscopy and low-temperature preservation techniques are critical tools for NINDS. A critical instrument for this research is a Zeiss 912 energy-filtering transmission electron microscope (EFTEM), whose capabilities for low-dose; quantitative imaging, energy filtering, and cryoelectron microscopy are absolutely dependent on a pre-existing TRS low-noise, scientific-grade CCD camera interfaced to the microscope. Carl Zeiss SMT, the manufacturer of existing 912 Omega electron microscopes, is the only camera system that is fully compatible with the mechanical, hardware, and software environment of the 912. Separately from the internal software, this contract also provides for an upgrade to the current version of the SIS Windows-based iTEM suite of instrument-specific control and processing software; this software is critical to the coordination of camera and microscope and is the only available from Zeiss SMT. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
