Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement to purchase an automated hand hygiene documentation and reminder system. It is the Government's intention to solicit and negotiate only with Massachsetts General hospital for this equipment. A sources sought notice was previously published on Feb 17, 2010 for 7 days for the below requirement. Only 1 response was received from a foreign vendor not eligible to compete. This is not a solicitation; it is a notice of intent to sole source for an Automated Hand Hygiene Documentation and Reminder System The Veterans Hospital intends to sole source with Massachusetts General Hospital for an automated hand-hygiene documentation and reminder system to be installed in part of the West Roxbury VA hospital. At a high level the system must consist of the following components. A hand-hygiene dispenser transmitter that transmits a low-power ultrasound signal when the lever of the dispenser is pulled to dispense soap or alcohol sanitizer. A protection zone transmitter that transmits an ultrasonic signal to establish an area of protection (typically a patient bed).A domino-sized clinician-worn badge that contains in its memory an expected hand-hygiene protocol and records when the various ultrasonic signals are received; it beeps to remind the clinician if proper hand-hygiene has not occurred and documents these interactions. A computer program to download data from the badge (via a USB cable) to an Excel spreadsheet for subsequent analysis. the system must be installed per VAs standards. There will be a full-time manager at VA who will be responsible for on-site maintenance and support of the project. The description below and costing is based on a typical room. The functional performance criteria is defined as the ability to automatically document when a clinician has entered a protected zone in a room as well as if they have performed proper hand hygiene. The system installed should consist of the following components. Protection zone transmitters to create zones; these are typically mounted some place within the room itself. The number will vary from one to four transmitting units depending on the physical size of the room, if the room has one or two patients, has a bathroom, etc. Hand hygiene transmitters to document soap/gel use; these are mounted next to the hand hygiene dispensers. The number will vary in accordance with the number of hygiene dispensers. In some cases there dispensers associated with a given room may be in the hall outside of the room. Clinician badges are worn by the clinicians. The actual number will depend on the care unit, shift, etc. but it is estimated at two badges per patient room. Software application to download information from badges. Note that the same software is used for all the rooms, so only one software application is needed for the entire system Installation of the system by vendor Free software upgrades for a period of one year after installation Estimated Cost: $12,959.00 per room not to exceed $129,583.00 Invoices will be submitted on the basis of individual room blocks installed with the system described above.
