- This Notice is issued subject to the requirements of the American Recovery and Reinvestment Act (ARRA). The procurement will be a Two-Phase Design-Build and Demolition Request for Proposal (RFP), HSBP1010R0051. In accordance with FAR Subpart 36.3, two solicitations will be issued in sequence covering both phases. This notice is used to announce both the Phase One and Phase Two solicitations. No other pre-solicitation notice will be issued or provided. US Customs and Border Protection is soliciting for construction services with design, build, and demolition capability for a new Bridgewater Land Port of Entry (LPOE) in Bridgewater, ME. Plans and specifications with an approximate 35% design will be provided only with the Phase Two solicitation package and to those considered for the Phase Two portion of the competition. In accordance with FAR Part 19.5, this procurement is totally set-aside for HUBZone. Competitive proposals will be evaluated based on the evaluation criteria set forth in the Phase One solicitation package and subsequent Phase Two solicitation package. The prime Offeror shall possess a current NAICS of 236220 as of the required Phase One proposal submission date. The small business size standard of $33.5 million (average of a 3-year period) shall be used. The estimated cost range of this project is between $10 and $15 million. The prime Offeror shall be required to submit a letter from their bonding company indicating proof the Offeror has sufficient performance and payment bonding capacity to cover the highest estimated dollar amount of the project along with the Phase One proposal. The prime Offeror shall also be required to submit a bid guarantee with their Phase Two offer. Phase One of the solicitation shall consist of a General Scope of Work; the Evaluation factors for Phase One to include: Past Performance of the Offeror's team (a minimum the Construction Team and Architect-Engineer); the Technical Qualifications of the team (all key/ major/ critical subcontractors) and Technical Approach. Offeror's will not be required to provide cost or pricing information unless selected for the Phase Two competition. CBP may select up to a maximum of four of the most highly qualified Phase One firms to submit Phase Two competitive proposals; which shall contain both technical and price proposals to be evaluated separately in accordance with FAR Part 15. A one-time organized Phase Two pre-proposal site visit will be announced at a later date for those selected for the Phase Two competition. Successful Phase One Offerer contact information will not be made available to the public until after Phase Two evaluation and contract award. The Phase One solicitation package will be available on or about April 16, 2010.
