Description
CONSTRUCTION MANAGER/GENERAL CONTRACTOR (CM/GC) SOUGHT Subject to conditions prescribed by the University of California, Lawrence Berkeley National Laboratory (LBNL), responses to the University's pre-qualification documents for a Lump Sum construction Subcontract are sought for the following project: Berkeley Laboratory Laser Accelerator Conventional Facilities (RFP- 963) To be performed at: Ernest Orlando Lawrence Berkeley National Laboratory Buildings 71 One Cyclotron Road Berkeley, CA 94720 Pre-qualification of Prospective Bidders:The University has determined that Offerors for this project must be pre-qualified. Pre-qualified firms will be required to have a valid California "B" General Building Contractor license and a C8 Specialty Building Contractor Concrete license for this work. The C8 license may be held by a lower tier subcontractor. The University is seeking responses from both large and small businesses. The University may elect to set this requirement aside exclusively for small business participation if a sufficient number of small businesses is pre-qualified. ________________________________________________________________________________________________ The objective of this project is to alter approximately 9,000 square feet of the existing building 71 at the Lawrence Berkeley National Laboratory (LBNL) in order to make the space suitable and usable for installation of the Berkeley Laboratory Laser Accelerator (BELLA). The scope of this project includes demolition and construction of interior elements, partitions, concrete walls, floors and roofs; construction and installation of M/E/P systems such as fans, ductwork, piping, transformers, electrical panels and fire sprinkler systems. The existing building is a two story concrete and steel frame structure consisting of 53,000 sf. Adjacent offices and laboratories will be occupied during construction. The University intends to award a single lump sum subcontract for this work based on completed design documents. The subcontract will be issued under Prime Contract No. DE-AC02-05CH11231 between the University and the United States Government (hereinafter "Government"), represented by the Department of Energy (hereinafter "DOE") for the management and operation of the LBNL and the performance of certain research and development work. Minimum requirements for firms wishing to submit their prequalification documents are: 1)Prospective subcontractor is required to have the following California contractor's license/classification: B GENERAL BUILDING CONTRACTOR. Either the prime subcontractor or a lower tier subcontractor must additionally hold a C-8 license. 2)Prospective subcontractor must have completed, as a general contractor, a minimum of 3 projects in the last 10 years, similar in size and scope to the described project. 3)Prospective subcontractor must have prior experience with the following: a.Clean rooms meeting ISO-7 cleanliness standards. b.Radiation-shielded rooms. c.Strict temperature control environments. 4)Prospective subcontractor must have maintained an average Workman's Compensation Experience Modification Rate (EMR) of 1.0 or less over the last 3 years. Estimated Price Range and Construction Period: The estimated total construction cost for the work is $3.4 to $4.6 million dollars. Procedures: Prequalification documents consisting of this NOTICE TO General Contractors FOR PREQUALIFICATION together with the PREQUALIFICATION QUESTIONNAIRE, (RFP 963) will be available to interested firms beginning March 29, 2010 at the following web site: http://facilitiesprojects.lbl.gov/. Completed pre-qualification documents are due April 19, 2010 Any questions or requests for clarification or interpretation of the Prequalification Documents must be submitted by e-mail to Sarah Eary, e-mail: SSEary@lbl.gov.
