Description
2.6 Product or Service Descriptions. CBRNE incident Response Mission training courses and exercises, Subject Matter Expert (SME) evaluation/consulting/analysis and limited CBRNE equipment operational evaluation, are included in this acquisition, as further defined below. These products or services must be provided within Oklahoma due to the mission response area of the 63rd Civil Support Team. 2.6.1 Training. National Guard CST Training courses include chemical, biological, radiological nuclear current and emerging technologies; threat tactics, techniques and procedures; and CBRNE Pre-Incident and Response Phase Command & Planning. This information, training courses and exercises are continually updated, to ensure emerging technology and civilian incident response technique advancements are incorporated. Extensive coordination with existing National Guard units and other Title 10 forces is required to ensure training dates and relevant information is provided to organizations and students. 2.6.2 Facilities/Venues. Successful CBRNE training requires extensive hands-on training at the individual and team level, conducted in conditions closely approximating real-world CBRNE incidents. Included are the hazards and difficulties likely to be encountered. Four types of Training Facilities/Venues must be provided by the vendor. These include: 2.6.2.1 Austere Remote Site (ARS) Facility. The contractor shall provide an ARS replicating conditions encountered in real incidents such as the Waco Compound in 1995 combined with severely austere commercial communications such as New Orleans in 2005. Conditions will include capability for large scale building search with tactical/hostile scenario play which allows for CST and law enforcement integrated operations. Facility shall be capable of supporting Individual, Collective and Combined training course and exercises. The contractor shall develop scenarios, provide instructors and exercise controller personnel at the ARS. 2.6.2.2 Air/Ground CBRN Sensor Integration Facilities (AGC). The contractor shall operate an Air/Ground CBRN sensor integration facility or facilities which permit the CST to train with Manned and Unmanned Aerial Systems for CBRN hazard area assessment and air/ground coordination for operations personnel. The operating site shall be capable of replicate a very large incident based on a high-population area WMD incident through a combination of physical terrain and computer aided capabilities. The AGC shall permit multiple training events for individual, small unit, and combined organization response training concurrently. The contractor shall develop scenarios, provide instructors and exercise controller personnel at the AGC. 2.6.2.3. Deployable Training Venue (DTV). The contractor, when directed, shall establish operate and remove selected the training capabilities in 2.6.2.1 and 2.6.2.2 at sites directed by the government. These sites shall contain the types of hazards and technical features of the ARS and AGC as required to support CST training events and other similar events as directed by the government. The vendor shall execute all tasks related to site selection, materials delivery, material emplacement, site operation and material removal without assistance from the government. 2.6.2.4 Advanced Laboratory Facilities. The Analytical Mission of the CST requires advanced training events and laboratory processes for select personnel on the CST. These facilities can operate in tandem or separately from the other training facilities as part of CST training events. The vendor shall possess a minimum of multiple Bio-Hazard Safety Level 3 (BSL-3) laboratories in their direct control. The CST may require periodic formal and informal training in advanced chemistry, biology, biohazard and related topics. The vendor shall ensure sufficient personnel with advanced science education and operational experience are part of the Advanced Laboratories capability. 2.6.3 Related Capabilities. The Oklahoma National Guard is continuing to refine, expand and update the emerging CBRNE Incident response mission. Continual feedback from the vendor and current threats, scenarios and emerging technical capabilities is required to ensure as complete a capability is created and maintained. Current initiatives being undertaken require the input and/or evaluation by Subject Matter Experts (SMEs). This acquisition will incorporate the capability to have SMEs explore and comment on emerging capabilities within the Commercial Off The Shelf equipment and technology fields for all areas of the CBRNE Incident response mission. 2.6.4 Demonstration and Evaluation. The vendor shall be capable of developing, hosting, controlling and/or evaluating exercises and demonstrations applicable to the CBRNE incident response mission. The range of effort may include table top, electronic simulation, small or large scale CBRNE incident response-related demonstrations and evaluations which will provide data to confirm adequacy or define shortfalls in current and projected CBRNE mission requirements including personnel, equipment and tactics, techniques and procedures.
