Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries (NMF), Fishery Resource and Monitoring Division (FRAMD) located in Seattle, WA 98115 on a sole source basis with Dr. Quinn Weninger of Iowa State University. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide the following services: 1) conduct a literature review regarding the generation and distribution of economic rent in fisheries managed under catch shares, (2) develop a theoretical model of rent generation and distribution based on the findings of the literature review, (3) empirically implement the theoretical model in the West Coast groundfish trawl fishery using cost earnings data for 2007 and 2008 collected by the NWFSC, and (4) provide written documentation and an in-person presentation at the NWFSC of results from the previous three steps. Dr. Weninger is unique in terms of having (1) knowledge of economic theory relevant to the generation and distribution of economic rent under catch share management programs, (2) knowledge of statistical and econometric tools relevant to empirical cost and production analysis, (3) experience working with West Coast groundfish trawl fishery participants, and (4) familiarity with West Coast groundfish trawl fishery management under the Pacific Fisheries Management Council. All four of these areas of knowledge and experience are essential to completing the tasks described in this contract. Developing and empirically implementing a model of rent generation and distribution for the West Coast groundfish trawl fishery requires a unique knowledge of the theoretical foundations of rent generation, empirical tools used to study cost and production, and West Coast groundfish trawl fishery characteristics and management. Dr. Weninger has successfully completed contracts with the NWFSC in the past, and is the only individual who offers this unique combination of skills and experience. The Government intends to negotiate a firm fixed price contract with a period of performance commencing approximately from date of award through Dec 31, 2011with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Dr. Quinn Weninger of Iowa State University can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above.
