Description
The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia, intends to solicit on an unrestricted, full and open competitive basis, in support of the Navy Systems Support Group (NSSG, Code 1190, Norfolk Naval Shipyard), a requirement to provide DOD customers with quality Facilities and Equipment Maintenance software and services for the efficient operations of the Nation's military and industrial depots and the Civil Works Projects of the United States Army Corps of Engineers. NSSG is responsible for providing quality software and services that are uniquely configured to meet DOD's business needs and to maintain that software as well as provide help desk support and configuration management support. In support of this initiative, the contractor shall provide and maintain the unique FEM software configuration for each Service. This effort will support five (5) Army Depots plus other depot related operations, three (3) Air Force - Air Logistics Centers plus the Air Force Technical Applications Center (AFTAC), four (4) Naval Shipyards plus other related maintenance operations, and all of the Project sites within the Civil Works Directorate of the United States Army Corps of Engineers. The contractor must have the ability to provide personnel with the requisite personnel security clearances to perform the required services. The contractor must have adequate understanding of each client's unique technical environment as well as the Depot business environment of the Navy, Air Force, Army, and the Civil Works Project business environment of the Army Corps of Engineers. The software applications being supported by this contract will be enterprise level systems with broad applications across the DOD depots. The Navy intends to solicit for a Cost Plus Fixed Fee type contract for a base period of one (1) year, with (4) four 12-month option periods. The anticipated contract award start date is 1 SEP 2010. An Indefinite-Delivery, Indefinite-Quantity type contract with provisions for the placement of cost plus fixed fee (CPFF) task orders is anticipated. Offerors shall be required to submit both cost and technical proposals. The solicitation will consider the offeror's technical proposal more important than the offeror's cost proposal. This procurement will be a follow-on to contract N00140-05-D-0057. The estimated level of effort is 85,000 man-hours for the base year and a total of 425,000 man-hours if all options are exercised. The applicable North American Industry Classification System (NAICS) Code is 541511. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. All responsible sources may submit a proposal which will be considered by the Government. The solicitation response date is tentative and subject to change. The closing date of the Request For Proposals (RFP) will be established in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award.
