Description
The General Services announces an opportunity for Construction Excellence in Public Buildings. Project Summary: GSA intends to award a firm-fixed price contract for all construction services necessary to fully renovate and modernize the Lafayette Building located between Vermont Avenue, 15 th, and Eye Street N.W., Washington, DC. The award will comprise a base construction contract with American Recovery & Reinvestment Act (ARRA) funds, and multiple options with congressional appropriated funds. The estimated construction cost range for the base construction contract is $85,000,000 to $105,000,000. The estimated construction cost range for the multiple options is $65,000,000 to $85,000,000. This contract is expected to be awarded no later than September 30, 2010 and will continue until completion in 2016. The Lafayette Building is comprised of 12 stories and approximately 565,000 GSF, and is listed on the National Register of Historic Places. The current building tenants include the Export-Import Bank (EXIM), the U.S. Department of Veterans Affairs (VA), and commercial retail entities. The project is being designed to meet LEED Gold certification and GSA Class A status, and maintain its listing on the National Register of Historic Places. Project Scope: The project scope includes a total refurbishment of the exterior façade and windows, replacement of interior finishes, preservation of historic features and upgrade of all building systems, including physical building security. All hazardous materials accessible at the time of construction will be removed. The project will also include building amenity spaces such as a health care unit, wellness center, and concession area. Renovation is planned for implementation in two phases with the building approximately 50% occupied throughout the project. All work will be performed in accordance with GSA authorized and approved standards. Offerors will be invited to submit a proposal subject to PLA requirements (a PLA offer), a proposal not subject to PLA requirements, or both. If a PLA proposal is accepted by GSA, the awardee shall be required to execute a Project labor Agreement (PLA) with one or more appropriate labor organizations for the term of the resulting contract. The selection process will utilize Source Selection Procedures in accordance with FAR Subpart 15.3. This negotiated solicitation is open to both small and large business firms. The RFP will be issued electronically on or about April 8, 2010, on the Internet at: http://www.fedbizopps.gov/. Opportunities for Other than Large Businesses: This procurement will be open to large and small business firms. Any qualified responsible firm, including small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses, or as subcontractors. Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d)) and FAR Subpart 19.702, an offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a subcontracting plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. In this procurement, GSA intends to promote subcontractors' use of registered apprenticeship programs.
