- NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) forNNK10331276R Revitalize KSC High and Medium Voltage Electrical Distribution Systems,Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:Modify 115 kV C5 Substation for Ring Bus configuration. Work includes 115 kVtransformer repair, 115 kV SF6 circuit breaker installation, air insulated bus work, andspecialized control and protection schemes. Contractor has to interface with thesupplying utility, Florida Power and Light.Replace existing relays at the 115 kV C5 and Orsino Substations with SchweitzerEngineering Laboratories, Inc. (SEL) microprocessor based electrical circuit protectionrelays and incorporate the SEL relays into the Kennedy Complex Control System (KCCS) andthe relay management systems. Work involves programming, calibration, testing,interconnecting relays to the existing KCCS and SEL relay management system for allrelays installed. Replace 13. 8 kV Launch Complex 39B medium voltage switchgear with arc-resistantswitchgear.Replace Launch Complex 39B Environmental Control System (ECS) substations including 13.8kV transformers, 480V low voltage switchgears, 480V low voltage motor control centers andother miscellaneous equipment.Replace underground 13.8 kV medium voltage feeders and ducts for both Pads A and B.Replace underground 13.8 kV medium voltage feeders and ducts for the VAB North area.The NAICS code for this procurement is 237130 with a small business size standard of$33.5M. The following Technical Specifications and Drawings are applicable to the subject scopeof work:Specification 79K38609 titled Replace Feeders and Ducts,VAB Area North Specification 79K38613 titled Replace Protective Relays at C5, C5A, & Orsino Substationswith SEL Relays; Modify C5 Substation for Ring Bus Configuration Specification 79K38549 titled Replace Feeders and Ducts, Pads A and B, & Pad BSwitchgears Drawing 79K38608 titled Replace Feeders and Ducts VAB Area North Drawing 79K38612 titled Replace Protective Relays at C5, C5A, and Orsino Substationswith SEL RelaysDrawing 79K38551 titled Modify C-5 Substation for Ring Bus ConfigurationDrawing 79K38550 titled Replace Pad B SwitchgearsDrawing 79K36517 titled Replace Pad Feeders and Ducts Pads A and BThe effort shall include five (5) contract line items (Tasks). Each task shall be bidseparately. The Performance Period including all tasks shall be completed in 720 calendardays after notice to proceed. In accordance with Federal Acquisition Regulation 36.204,Disclosure of the Magnitude of Construction Projects, the estimated price range is asfollows:The total estimated cost of this project is in the estimated construction contract pricerange of between $5,000,000 and $10,000,000.The acquisition shall be conducted under full and open competition procedures allowingmaximum participation from large and small businesses.This procurement is part of theSmall Business Competitiveness Demonstration Program. The NAICS Code and small businesssize standard for this procurement are 237130 and $33.5M, respectively. The anticipated release date of the RFP is on or about April 8, 2010 with an anticipatedoffer closing date of on or about May 13, 2010. The firm date for receipt of bids orproposals shall be stated in the RFP. A site visit will be scheduled on or about April22, 2010. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings will be made available for download through the postedsolicitation.All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note 'B'. The solicitation and any documents related to this procurement shall be available overthe Internet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application.
