Description
The Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC) at Fort Polk Louisiana is seeking industry feedback and comments on the DRAFT Performance Work Statement (PWS) for Installation Custodial Services. The possible award would be a single award Indefinite-Delivery Indefinite-Quantity (ID/IQ) contract with Firm Fixed Price (FFP) line items. The contract will have a 1 year base period of performance and 1-one year option period. The Government is seeking feedback and comments on the Draft PWS and the Technical Exhibits (TE) incorporated in the PWS as well as the following areas: Opinion on the practicality of the potential requirement; The structure of the PWS and TEs; Acquisition Strategy, specifically the use of FFP; Suggested line item (CLIN) structure; Suggestions for performance metrics; Other information needed to better price; Suggested methods for varying levels of service. The Government would like to have flexibility to increase and decrease the level of service throughout the life of the contract due to unforeseen circumstances. These increases or decreases could be reflected in an increase or decrease in the level or type of service. Industry is also invited to provide any other comments or suggestions that industry feels will be beneficial to the PWS, TEs and the overall clarity of the documents. The Government does not intend to pay for the information provided. This notice does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). It is not a commitment by the U.S. Government to procure services and does not restrict the Government regarding the ultimate acquisition approach which may be taken in the future. No solicitation document exists at this time and the Government will not provide responses to industry relating to information provided. The submission of this information is for Planning Purposes Only. Respondents should email their feedback and comments to the MICC-DOC Fort Polk Contracting email address: polk.contracting@us.army.mil. Responses shall be limited to 25 pages in length and Arial 12 font. Response date is not later than 4:00PM (CST), April 8, 2010. The Government will accept responses after this date but it would be beneficial to the overall process to have the comments before 8 April 2010. NO questions will be entertained involving this industry comment because the Government does not want to guide or shape industry comments.
