Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Harris RF Communications, 1680 University Avenue, Rochester, NY 14610, for the purchase of a quantity of 3-AN/PRC-117G (V) 1 (C) Radio Assembly Type I Multiband Manpack with GPS; a quantity of 3-RF-3165-AT122 antenna, 225MHz-2000MHz, Manpack, and a quantity of 3-RF-5910-PS005 Battery Eliminator, FIII Transceiver. Due to the imminent decertification of existing cryptographic support, Harris RF Communications is the only vendor that manufactures compatible equipment. Based on market research via the internet and other Federal agencies, it has been determined that the FBI's requirement for the radio's can only be provided by Harris RF Communications. This equipment is required to support continuity communications capabilities at the top secret/sensitive compartmented information level as mandated under the National Communications system Directive3 3-10. The FBI requires radio's with total compatibility with existing infrastructure supporting its current APRG-117F configuration. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by Monday, March 29, 2010, by email, to the attention of Margaret D. Einspahr, Contracting Officer, at meinspahr@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
