- Description
- The VA Medical Center in Sheridan, Wyoming, located at 1898 Fort Road, Sheridan, Wyoming is soliciting proposals for a Safety & Security Enhancements Project. This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), Veterans Integrated Service Network 19 (VISN 19), is soliciting proposals under Solicitation Number VA-259-10-RA-0137 for the following: Safety & Security Enhancements: Services are required to complete various safety projects as per drawings and specifications under project number 666-10-802. The entire project is to be completed in a 90 day construction period. Although contractors must submit a bid for the entire project, the work is divided into seven (7) sections as follows: 1)Water plant fence: Provide work and material required to: Provide an eight foot tall chain link fence around the Sheridan Veterans Administration water treatment plant. The bid package (drawings and specifications) will be available online to download and print for bidding purposes. 2)Water tower fence: Provide work and material required to: Provide an eight foot tall aluminum picket fence with brick posts around the Sheridan Veterans Administration water tower. The bid package (drawings and specifications) will be available online to download and print for bidding purposes. 3)Unit 8 security window screen: Provide work and material required to: Provide ten (10) aluminum framed stainless steel security screen with egress hinges and handles. A floor plan showing the location of the window screens will be available online to download and print for bidding purposes. 4)Transformer spill containment: Provide work and material required to: Provide concrete forming and concrete placement for the construction of transformer oil spill containment vessels for each transformer on the Sheridan Veterans Administration site. Work will also include galvanized sheet metal work, and " plate steel work. The bid package including a detail, a site plan showing the location of the transformers, and a list of transformer sizes will available online to download and print for bidding purposes. 5)Pharmacy floor: Provide work and material required to: Provide a complete installation of an anti-fatigue floor in the pharmacy. Work shall include flooring and trim removal, flooring installation, new baseboard and accessory trim. Work will include evening and weekend work. The vendor must submit a plan and schedule for completing the work as indicated on the drawings and specifications. The bid package, including a drawing indicating the work to be performed, will available online to download and print for bidding purposes. 6) Temped eyewash/shower retrofit: 1) Provide work and material required to retrofit emergency showers and eyewash stations indicated on schedule on sheet m3. Retrofit per Detail 1/M1 and 1/M2. 2) Provide new emergency showers and eyewash stations indicated on schedule on sheet m3. Install per detail 1/m1 and 1/m2. 3) Provide new emergency shower for building 41 indicated on schedule on sheet m3. Install per detail 1/m1 and note 1) on sheet m3. The contractor must submit plans showing the locations, product information, and sizes of piping for acceptance by the VA before ordering material and installing. The bid package (drawings and specifications) will be available online to download and print for bidding purposes. Details showing the general arrangement and a schedule showing the location and approximated distances to services will be available to download and print online for bidding purposes. System testing will be done before completed installation can be accepted and final payment made. 7)Biomed improvements statement of work: Provide work and material required to: Provide hand sink, mixing valve, infrared sensor faucet, paper towel dispenser, and medical gas outlets and valve box in the biomed area of the Sheridan Veterans Administration. Work primarily consists of plumbing work. The bid package, including a drawing showing the general arrangement, will be available online to download and print for bidding purposes. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice to Proceed. The estimated construction range is between $250,000 and $500,000. METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT SOLICITED AS A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 15 to a responsible business responding to this solicitation. In accordance with P.L. 109-461, Veterans First Contracting Program, this acquisition is set aside for Service Disabled Veteran Owned Small Business concerns. NAICS Code 236220 is applicable to this acquisition with a Business Size Standard of $33.5 million. Solicitation documents will be available electronically on or about Thursday, April 8, 2010 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is scheduled for April 2, 2010, at 9:30 MST in BLDG 5 Rm 219 at the Sheridan VAMC, 1898 Fort Road, Sheridan, Wyoming 82801. Prospective bidders are encouraged to attend this site visit to familiarize themselves with the project site and conditions which may affect their cost proposal. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number VA-259-10-RA-0137 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. Additionally, prospective contractors must also be registered as a Service Disabled Veteran Owned Small Business at http://www.vetbiz.gov/.
