- Academic Detailing – Sources Sought Notice The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification (NAICS) Code 541820 that currently have a GSA Schedule under Advertising and Integrated Marketing Solutions (AIMS) Federal Supply Schedules 541 and 874 who have the capability to assist the Agency in translating and disseminating comparative effectiveness concepts and content. Funding will come from the American Recovery and Reinvestment Act (ARRA) of 2009, for comparative effectiveness research as authorized by Section 1013 of the Medicare Modernization Act of 2003 (MMA). It is anticipated that one contract will be awarded for a period of three years. Award is expected no later than September 2010. Background Information: Comparative effectiveness research is the generation and syntheses of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. Comparative effectiveness research provides information that allows people and their clinicians to work together to choose the best possible treatment for an illness or condition. It provides comparisons of drugs, medical devices, tests, surgeries, or ways to deliver health care. For additional information about the various aspects of AHRQ’s comparative effectiveness research and for additional resources, please go to the AHRQ Web site at http://effectivehealthcare.ahrq.gov/index.cfm. Specific Need: Sources must have the capability to implement traditional product marketing methods, but especially in face-to-face and one-on-one site visits with the intent of changing behavior in clinical practice. This technique if often referred to as a form of academic detailing in the public sector. Specifically, this program shall contract with organizations that can conduct academic detailing to specific target audiences, clinicians in particular, in both large and small group practices; nurses; health plan formularies; benefits managers; and others who are responsible for using information generated by AHRQ’s comparative effective research activities. Activities: Activities will include an environmental scan, consultation with an expert panel, testing of different approaches, development of dissemination/outreach plans, training plans for orienting detailers, and roll out. The majority of the activities will involve arranging face-to-face meetings with appropriate personnel; travelling to the potential audiences to present information on comparative effectiveness products with the intent of getting these products adopted; providing technical assistance as necessary; conducting follow up activites; and documenting successful implementation. These academic detailers would be health care professionals who would conduct in-person meetings in 9,000 locations (over 3 years) in the United States with the target audiences to provide the latest comparative effectiveness research information. Sources will be expected to provide a detailed out station staffing plan for detailers. Interested small businesses with a GSA Schedule Contract ONLY should submit their capability statements (no more than 15 pages in length) to Randy Allison, Contracting Specialist, by email at randy.allison@ahrq.hhs.gov, by April 6 2010. Capability statements: must specifically address the requirements of this notice and clearly identify the firm’s capabilities to meet the criteria for which they are applying for, including, but not limited to, information on key staff experience and education and a description of corporate experience with similar projects. Generic corporate brochures which do not address the requirements for which the firm wishes to be considered will not be considered to be responsive to this market survey. Organizations must also certify that they have a valid GSA Schedule under Advertising and Integrated Marketing Solutions (AIMS) Federal Supply Schedule 541 AIMS or Mission Oriented Business
