Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA 97115 on a sole source basis with Alaska Dept. of Fish & Game (ADF&G). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct groundfish data collection on-board Alaska Dept of Fish & Game's large and small mesh survey and a small mesh survey of Pavlof Bay. Proposed contract is for collection and delivery of quantitative catch and biological data on groundfish, shrimp and invertebrates caught in the 2010 large mesh and small mesh surveys and the first segment of the 2011 ADF&G large mesh trawl survey in a manner consistent with survey data collected during the AFSC's Gulf of Alaska (GOA) biennial groundfish trawl surveys and Pavlof Bay surveys. The NMFS and ADF&G conducted a special study in 1997 to develop the necessary comparisons to allow the data collected by the ADF&G survey with NMFS survey data in the assessment of Gulf of Alaska groundfish. These ecological data are required to maintain a time series for tracking the status and trends of important groundfish species. The time series is needed for stock assessments that are used to develop harvest level recommendations for key groundfish species. These data formed the longest continuous annual survey of its type in the North Pacific. The data from this time series have also been instrumental in describing ecological change in the Gulf of Alaska following the 1976 climate regime shift in the North Pacific. This project would continue the survey support provided since 1997. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately July 01, 2010 through June 30, 2011with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. It is anticipated that work will commence on May 1, 2010 thru Sept 30, 2011. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only ADF&G can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
