- The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is conducting a market survey to seek potential sources from qualified small businesses under North American Industry Classification (NAICS) Code 541613 that currently have a GSA Schedule contract which have the capability to assist AHRQ in translating and disseminating comparative effectiveness concepts and content. Funding will come from the American Recovery and Reinvestment Act (ARRA) of 2009, for comparative effectiveness research as authorized by Section 1013 of the Medicare Modernization Act of 2003 (MMA). It is anticipated that 1 contract will be awarded for a period of 3 years. Award is expected no later than September, 2010. Comparative effectiveness research is the generation and syntheses of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. Comparative effectiveness research provides information that allows people and their clinicians to work together to choose the best possible treatment for an illness or condition. It provides comparisons of drugs, medical devices, tests, surgeries, or ways to deliver health care. For additional information about the various aspects of AHRQ’s comparative effectiveness research and for additional resources, please go to the AHRQ Web site at http://effectivehealthcare.ahrq.gov/index.cfm. Sources must have the capability to operate a regional office in each of the following 5 cities: New York, Atlanta, Chicago, Dallas, and Denver. Sources must demonstrate that through these regional offices, they would be able to work with all 50 States and the District of Columbia to establish partnerships with local and regional organizations for the purpose of educating these organizations’ members on the availability of specific comparative effectiveness research products from the Effective Health Care Program and how to use the information to make decisions. As part of this, sources must demonstrate the ability to train regional office employees on comparative effectiveness research products findings so that employees can most effectively work with partner organizations. Sources must have an understanding of and demonstrate that they have experience in developing partnerships with businesses, unions, organizations representing consumers/patients and other similar types of organizations. For purposes of this notice, partnerships are defined as ongoing collaborative relationships that result in one or more of the following outcomes: co-branding AHRQ products and distributing to organization’s membership and partners; educating an organization’s membership on AHRQ’s products via local or regional in-person meetings, Web conferences or other appropriate activities; and training members and other constituents to use AHRQ's products as they make decisions within their individual settings. Sources must be able to establish and oversee an Advisory Committee. Sources must also have the ability to track performance to determine the impact of partnership development. The Project Director should have, at a minimum, ten (10) years of experience managing contracts in technical areas and: 1) at least three (3) years in substantive supervisory positions; and 2) demonstrated skills in organizing and monitoring complex projects conducted by groups of diverse professionals. Key technical personnel should possess the education, experience, and demonstrated skills to implement the activities as stated above. Interested small businesses with a GSA Schedule Contract ONLY should submit their capability statements (no more than 15 pages in length) to the Contracting Officer, by email at gayle.sunde@ahrq.hhs.gov no later than noon AHRQ local time April 6th, 2010. Capability statements must be tailored to this request and identify the sources capabilities to complete this requirement. Organizations must also specify the GSA Schedule their contract falls under (example: 8(a) Stars, E-buy, GSA Advantage) and their GSA contract number.
