- Range Radar Replacement Program (RRRP) W900KK-10-R-0034 Special Notice #2 March 24, 2010 The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) is updating interested parties regarding this procurement for modernizing its test range radar systems. Recent Programmatic changes have resulted in changes to the System Requirements Document (SRD) which is posted with this notice for review. The changes to the SRD are documented currently in Revision 5 dated March 18, 2010 as being: * Angular accuracy for close-in corrected from 0.1 mrad to 1.0 mrad * Remote classified operations moved from threshold to objective * Self-survey clarified * Terminal event zone removed * Surveillance radars removed * Dugway Proving Ground (DPG) and Electronic Proving Ground (EPG) removed from RRRP * Mission Planning tools may be provided by OneSAF * Investigation on additional changes (e.g., system safety, transportability, TENA, environmental conditions, interference, etc) We do not anticipate release of the draft Request for Proposal (RFP) before 30 Sep 2010. All Offerors will be provided adequate time for proposal preparation. A second session of Industry Days is currently planned for May 2010, site visits will occur at both White Sands Missile Range and Yuma Proving Grounds prior to the release of the RFP, and after the RFP release, a Pre Proposal Conference will be held in Orlando. Dates and times will be announced on FedBizOpps. Site visits will occur only once at each site with no make-up sessions. Industry will be invited to attend the site visits at both ranges. Industry Days currently are planned to span a Tuesday Thursday. On Tuesday a RRRP briefing updating industry on the current programmatic objectives will be provided in the morning with potential one-on-ones scheduled for the afternoon depending on need. Wednesday would be reserved for small business and large business interaction and Thursdays briefings will encompass information briefings from Government programs being considered for reuse under RRRP. Registration for Industry Day one-on-ones will be required and details on how and where to register will be forthcoming. Of additional interest to RRRP Interested Parties, is a OneSAF Users Conference to be held in Orlando, FL on 19 23 Apr 2010. Program will continue to use this notification process to update interested parties on program and SRD status to maximize industrys insight into program evolution. Information provided as draft is subject to change, update, or deletion but indicates the current best available information to help industry synchronize efforts with the Government. One-on-one opportunities outside of Industry Day are still available and will be scheduled provided interested parties have 1) comments on the System Requirements Document (SRD), and/or 2) new details on their systems to share with the Government Team.
