Description
The Center for Disease Control and Prevention (CDC) intends to award, under a sole source basis, a purchase order to Emily Oken, MD, MPH. The contractor shall produce a peer reviewed publication on the process of developing and piloting a system embedded within an electronic medical record (EMR) to support obstetric clinicians in counseling their prenatal patients regarding gestational weight gain targets. The research strategies to include systematic reviews of prevention and screening programs, investigation of risk factors for poor maternal and infant outcomes, examination of utilization patterns of preventative services received before, during and after pregnancy and the design and evaluation of programs to improve preventive care and health outcomes among women of reproductive age. The proposed project aligns with the mission of the CDC, Research and Evaluation Team (RET) of the Applied Science Branch, Division of Reproductive Health to improve the health of mothers and infants by monitoring chronic disease and associated risk factors, including smoking among women of reproductive age, and by developing, evaluating, and promoting effective interventions and policies that reduce chronic disease risk and improve reproductive health outcomes. The period of performance shall be for one (1) year from date of award. Award is scheduled for April 13, 2010. This acquisition is being procured applying simplified acquisition procedures in accordance with Federal Acquisition Regulations (FAR) Part 13. The sole-source authority is found under FAR 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. Emily Oken, MD, MPH is the only available source with the required expertise to provide the required services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 4:00 PM Eastern Standard Time, on April 8, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
