Bluebird Rd., Sacaton, AZ 85147 This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. STATEMENT OF WORK PHASE II ARCHEOLOGICAL DATA RECOVERY FOR THE VISITOR CENTER EXPANSION FOR CASA GRANDE RUINS NATIONAL MONUMENT INTRODUCTION Casa Grande Ruins National Monument (the Park) proposes expanding the Parks Visitor Center. The Visitor Center lies within the boundaries of the archeological site known as Compound A (Site Number AA:02:014 [ASM]). Compound A is listed on the National Register of Historic Places as part of Casa Grande Ruins National Monument (10-15-66). During Phase I testing for the proposed Visitor Center expansion, CAGR prepares a memorandum of agreement (MOA) between the National Park Service and the Arizona State Historic Preservation Officer (SHPO) that addressed plans to mitigate the adverse effect of this proposed undertaking. The Advisory Council on Historic Preservation as invited to participate in the consultation leading to the completed MOA and recommended that CAGR solicit tribal participation in this process. The Gila River Indian Community was instrumental in the development and implementation of Phase I testing for this project. The Phase I testing identified, previously unknown, archeological features that require additional data recovery, beyond the scope of work included in the Phase I testing plan. This statement of work will address the need for full data recovery within Area 1, located immediately south of the existing Visitor Center building. TASK DESCRIPTION AND ACTIONS The Park has requested archeological assistance from the Gila River Indian Reservation (GRIC) in meeting its compliance obligations under section 106 of the National Historic Preservation Act of 1966, as amended. In consultation with the Park and the Arizona State Historic Preservation Office (SHPO), a research design for Phase II data assessment in the proposed area of potential effect (APE) to mitigate adverse effect(s) of the proposed federal undertaking. Research, data recovery, and artifact analysis will be conducted to determine the extent of intact deposits, stratigraphy and archeological features during this Phase II data recovery. The Phase II data recovery will be completed in fiscal year 2010. It will mitigate all archeological resources within the Area 1, as identified within the Phase I Archeological Data Recovery report. All data recovery will be conducted with prior concurrence of SHPO and notification of the Advisory Council on Historic Preservation (ACHP). The proposed APE is located within the known site boundaries for Compound A which is listed on the NRHP, thus establishment of site significance is not an objective of the research. However, subsurface feature descriptions, research value, identification of any subsurface features that predate the Classic Period occupation of Compound A, archeological interpretations, and mitigation of subsurface archeological resources through data recovery methods are needed. Phase II data recovery will address these needs. GRIC will provide a research design for archeological assessment within the area of potential affect (APE) for this project following the guidelines outlined in 36CFR 800. The proposed APE for this project includes an area measuring approximately 376 square meters in area, located directly south of the 1963-1966 constructed, L-shaped addition. Hand excavation is preferred for this project, but limited backhoe trenching may be approved by the park if State Historic Preservation Officer (SHPO) concurrence is provided. Care will be taken not to disturb archeological resources outside of the proposed APE. TASK DELIVERABLES 1. RESEARCH DESIGN WITH ASSOCIATED PHASE I DATA RECOVERY PLAN AND ANALYSIS PROPOSAL APROVED BY ARIZONA SHPO OFFICE a. Adherence with SHPO Position on The Roles of Archeological Testing, SHPO Guidance Point No. 2, by Matthew Bilsbarrow, March 17, 2003 and 36CFR 800. b. Document will include a summary of potential threats to cultural resources, a review of the research questions, a plan for data testing, as well as descriptions of the field and laboratory methods that will be used to evaluate these resources. c. Compliance reporting requirements and procedures to address any inadvertent discovery of human remains or associated grave goods will be addressed in this document and approved by the AZ SHPO prior to data recovery. 2. IMPLEMENTATION AND COMPLETION OF ARCHEOLOGICAL PHASE II DATA RECOVERY PLAN WITH SHPO STATEMENT OF CONCURRENCE a. Research Design and associated Phase II Data Recovery Plan will be approved by AZ SHPO and NPS prior to implementation [See attached CAGR Visitor Center Data Recovery Project (Project No. 2008.25 Task 1), Estimated Phase II Data Recovery Costs for Area 1, AZ AA:2:14 (ASM), Gila River Indian Community-Cultural Resource Management Program, September 9, 2009.] 3. ARTIFACTS a. Cleaned, packaged and labeled according to NPS standards. b. Inventoried and analyzed according to type, use, etc. (includes specialized studies such as C14 dating, OSL dating, pollen analysis, macrobotanical analysis) c. Accessioned into ANCS+ according to NPS DOI standards
