March 24, 2010 SUBJECT:SOURCES SOUGHT NOTICE PROJECT:Pantex Renewable Energy Project at Pantex Plant, Amarillo, Texas Babcock &Wilcox Technical Services Pantex, LLC, is seeking interested parties for the competitive procurement of a renewable energy facility, to be located on US Department of Energy property at the Pantex Plant in Amarillo, Texas. Background The B&W Pantex Plant is located on FM 2373 approximately 17 miles northeast of Amarillo. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) nuclear weapons plant managed and operated by B&W Pantex. General Scope Description Electricity is a required utility as the Pantex Plant relies on electrical power to perform the functions of the Plant. The objective of the Pantex Renewable Energy Project (PREP) is to have a private entity design and build the wind farm on Government property, and subsequently execute a lease-to-own agreement with B&W Pantex. The PREP will provide a potential research opportunity for the National Wind Research Center (NWRC) to perform research and educational opportunities to further the use of renewable energy. The research entity or the NWRC shall have exclusive use of the wind farm to further energy technology, performance, reliability and effectiveness as part of the research effort. This project shall provide turnkey Contractor services for B&W Pantex. These services shall be for the design, equipment & material procurements, construction, start-up testing, plant personnel training, and completion of project closeout documentation (such as submittal of as-built drawing "mark-ups") for the Pantex Renewable Energy Project. More specifically, the project is comprised of: A. Wind Farm Requirements 1.Design-Build-Operate a 15 MW name plate (NP) generating capacity Wind Farm on Government property to include; a.Design/Purchase/Installation of wind turbines generators (WTGs). WTG size shall be between 1.5 - 3.0 MW generating capacity. WTGs shall be new and use current technology. b.Design/Construction/Installation of electrical distribution lines and transformers for connection of the WTGs. c.Design/Construction/Installation of electrical distribution lines connecting wind farm to Pantex distribution substation(s). 2.Wind Farm to be developed under a lease-to-own agreement with the Government. Government shall own the wind farm upon completion of installation and system becoming operational. 3.Government will make annual lease-to-own payments to the developer for no more than 25 years or until the mortgage is paid off to the developer after the wind farm is successfully operational. The Government shall also have the option to pay down the lease-own contract in lump sum amounts at any time. 4.Wind Farm Developer and Subcontractors shall comply with Pantex Security and site access requirements and the Wind Farm will be located in Pantex’s lowest Security Area. 5.Wind Farm to supply power for Pantex Plant use. DOE/NNSA has an approved Qualifying Facility (QF) application. All electrical power generated per the QF (15MW NP) shall be property of the Government under the lease to own agreement. 6.Wind Farm to be Constructed/Installed on Government owned property. 7.Wind Farm WTGs to be available for research capabilities; a.Turbine operations to be interrupted as needed for equipment change out and instrumentation purposes. b.Turbine operations to be interrupted as needed for testing, instrumentation, maintenance, or training purposes. 8.Final location of WTGs (including height), size and design of wind farm to be approved by Pantex and Federal Aviation Administration (FAA). The FAA application has already been submitted for approval by the NNSA Pantex Site Office. 9.Wind Farm construction shall include installation of roads, supervisory control and data acquisition (SCADA) system, signage, fences, and other needed infrastructure for access and maintenance. 10.Pantex is located in a Class 4 Wind Power area. Meteorological data is available for the proposed site. 11.The Developer shall be responsible for warranty and maintenance for the determined warranty period and maintenance for the useful life of the WTG’s. 12.A potential research element might exist with the 15MW of WTG’s and any potential expansion. 13.Any future expansion of the Wind Farm under the project shall be on Government owned or Government controlled property up to 40 MW Average Generating Capacity (AGC). 14.Any future expansion on Government owned property will require the developer to pay land use royalties to the Government. 15.Power generated from future expansion above the 15 MWs NP shall be the property of the developer. The successful contractor will be required to submit a cutover strategy plan that identifies how electrical power will be provided to facilities during construction activities and how electrical power will be cut over from the existing system to the new. The new wind farm shall be installed such that both systems (new & existing) can remain operational independently &/or connected together. The maximum duration for facility outage to perform the actual cutover is limited and will require coordination with Pantex. Up to $28 million may be provided to fund power production by wind energy for the Pantex Plant. This could include purchase of the WTG’s and towers comprising the Wind Farm, the electrical distribution lines inter-connecting the WTG’s, and the electrical distribution lines connecting the Wind Farm to the existing Pantex Plant substation. In the event such ARRA funding becomes available, the Request For Proposal (RFP) will be amended to reflect appropriate changes to the scope of the project as described herein including Wind Farm ownership, lease-to-own agreements and other affected provisions.
