- 55 CONS/LGCZ, Offutt AFB, NE intends to award a one month sole source extension to Science Applications International Corporation (SAIC) under authority of 40 U.S.C. 121(c), FAR 8.405-6 and DFARS 208.405-70. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(b)(2). The continued work is a logical follow-on to the original Federal Supply Schedule order and was competed and awarded in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not issued under sole source or limited source procedures. The contractor shall continue to provide Strategic Deterrence and Global Strike Planning Support for USSTRATCOM. The primary objective of this task order is the continued support to provide research, recommendations, and support revisions to assist in developing and refining a plan that provides a deterrence process, strategy, and campaign structure (with necessary contingency branch plans) against key adversaries. Contractors shall use current doctrine, publications, and coordination with other organizations involved with USSTRATCOM campaign, contingency, and crisis action planning to provide research, recommendations, and support revisions to assist in developing the plan in accordance with approved planning processes. Contractor personnel shall possess a Top Secret security clearance at time of task order award and must be eligible for Sensitive Compartmented Information (TS/SCI), Nuclear Command and Control, and Extremely Sensitive Information (NC2/ESI) access, as these are required for contractor personnel involved with operational plans, and with network and emergency actions procedures. The current effort is undergoing a recompete. However, the recompete has experienced unforeseen delays and is not expected to be completed by 31 Mar 10, the end date of the current period of performance. Therefore, the Government intends to extend the current task order for one month (1 Apr 10 through 30 Apr 10) to allow time for completion of the source selection. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company has the capability to provide Strategic Deterrence and Global Strike Planning Support services at full performance starting 1 Apr 10 through 30 Apr 10 (1 month), provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 29 Mar 10.
