The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: INL/Jerusalem is a new program that needs to establish the proper procedures to comply with good management principles and USG regulations. It also needs to develop the means to provide the flow of information that allows INL managers to monitor the program and plan out its future. During a recent INL management assessment visit, the team strongly recommended the position be added immediately, to create oversight mechanisms that provide for better internal controls and other management tools based on best practices. Basic Function of Position: The Management Officer administers the INL/J human and material resources. The incumbent is the principal advisor to the INL Director and Deputy Director on every aspect of management. Serves as the single point of contact for Logistical support for the 6 INL-funded projects that provide assistance to the Palestinian Authority. Direct-line supervisor is the INL Director. The incumbent supervises 11 LES employees. Major Duties and Responsibilities 1.In concert with the Mission Strategic Plan (MSP), coordinate the activities of the INL Management sub-sections to provide responsive, equitable and high-quality services to all project managers within the constraints of available resources and conforming to all DOS policies. This includes: managing the INL office’s daily activities; determining priorities; assigning tasks to self and LES staff; monitoring task fulfillment; setting deadlines; ensuring correct maintenance of files (paper & electronic); and, planning for eventualities. 2.Supervises LES staff responsible for managing vetting, end-use monitoring (EUM), procurement & supplies, budgeting, accounting, transportation, support for visitors, and general administrative support. 3.Ensures that appropriate internal control mechanisms are in place, that classified material and information is appropriately protected, and that established security regulations are fully followed. 4.Ensures consistency in administrative policies of all Mission elements, including, but not limited to, Foreign Service National (FSN) personnel, incentive awards, EEO issues, privileges, immunities, procurement restrictions, End Use Monitoring, and sale of property. 5. Represents INL/J management interests in the International Cooperative Administrative Support Services (ICASS), the Inter-Agency Housing Board (IAHB) and other Management meetings. 6.Evaluates staffing and develops position descriptions for newly created positions. Promotes the training and professional development of local national staff. 7.In accordance with Post's Emergency Action Plan, serves as INL’s Evacuation Officer, responsible for coordinating the preparation and execution of plans to physically move people in a crisis. 8.Maintains relationships with principals among INL’s clients and colleagues (from Palestinian Authority ministries, to other CG offices, to INL contractors). 9.Manages EUM process: developing schedule for inspections; ensuring inspections are completed; and, drafting for annual report. Monitors and reports on use of equipment provided to PA clients. SUPERVISION RECEIVED The INL Management Advisor reports to the Director. The security assistance programs must be coordinated with the Framework Implementation Unit, USSC and Political Section. The incumbent must exercise a significant degree of judgment with regard to political, social and economic aspects of the Palestinian Authority security assistance program. SCOPE OF KNOWLEDGE: The incumbent must be a professional in the field of logistics and management issues. SPECIFIC SKILLS: An excellent negotiator, the incumbent is able to coordinate widely divergent views while concomitantly being sensitive to the international politics of the program. GUIDELINES: Guidance is provided from Department and Administration policy, directives, and operating procedures regarding U.S. international security assistance programs. Additional guidelines include but are not limited to Mission Strategic Plan, US-PA Framework Agreement, US-PA/GOJ Letter(s) of Agreement, Project Implementation Letters, et cetera. Resourcefulness and ingenuity may be required to interpret, adapt and apply solutions to complex needs and situations. May be required to initiate new or substantially modified methods and procedures. COMPLEXITY: This position involves tasks of significant complexity and sensitivity. SCOPE AND EFFECTIVENESS: Assignments will involve advocacy of policy, analysis, management of personnel and funds, and leadership. PERSONAL CONTACTS: Contacts are with all levels of USG personnel and mid to high levels of host government personnel. PURPOSE OF CONTACTS: The incumbent will provide support in policy dialog and operations. MINIMUM REQUIREMENTS •U.S. citizenship. •At least 8 years combined experience in Logistical Management. •At least five year overseas experience in any combination of management or program implementation with the DOS or USAID •Functional familiarity in the field with INL foreign assistance budgeting, procurement, and logistics processes. •Excellent writing skills. •Superior negotiation, interpersonal, and managerial skills. •Experience in planning, strategizing, implementing, and reporting on projects. •Proven ability to work well with others. •Proficient in MS Office software. LEVEL OF EFFORT Full-time position – expected workweek/workday mirrors that of the U.S. Consulate General (8:30 am to 5:00 pm, Monday through Friday), with an average workweek of 40 hours. TRAVEL AND POSITION LOCATION The position is located in Jerusalem with most duty performed at the US Consulate or INL/J Office. Office space will be provided within INL/J. Periodic travel to the West Bank will be required and possible occasional travel to Jordan. SECURITY CLEARANCE The position requires a Secret security clearance. The Employee can begin work with an interim Secret clearance. EVALUATION CRITERIA Experience in managing administrative, financial, logistical, training programs, and project assistance programs in an overseas setting; specific experience with INL management programs would be especially valued. (50%) Proven ability to liaise with members of relevant USG agencies, host nation representatives, and the international community in developing and coordinating training and equipping programs. (15%) Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (15%) Experience in working in a complex, high-profile overseas environment. (10%) Past Performance Past Performance evaluation of applicant’s ability to perform under the contract.
