- This notice constitutes a Request for Information/Comment only, THISIS NOT A SOLICITATION; no award will be made for this effort at this time. The United States Marine Corps (USMC) Joint Program Office Mine ResistantAmbush Protected (JPO MRAP Office) is submitting this Request forInformation (RFI) regarding the capabilities, test data, and technical dataof blast mitigating, energy attenuation floor mats. The intent of these matsis to increase crew survivability with a particular focus on the lower humanextremities. The USMC is interested in potentially procuring custom configured blastmitigating floor mats for approximately ten (10) different vehicleconfigurations, ranging from approximately six (6) square feet toapproximately fifty (50) square feet. Between 8000 and 16000 vehicle kits may be required. Mats, instructions andinstallation hardware will all be part of the final requirement. Matsoperate in wet, dry, sandy environments from -25 F to 150 F environments. The contractor should provide the following along with a summary indicatingpast performance on similar projects: 1. The system as a user level install with minimal special tools requiredfor install with step-by-step instructions for installation. 2. Any currently available test data demonstrating the ability of the floormats to mitigate blast, as well as any test regarding durability, toxicity,safety, performance, and any other applicable test data.3. A 2 ft by 2 ft sample of the system for government testing along with theRFI response. 4. Production capability data in order to support rapid fielding. TheGovernment wants to determine how many square feet can be delivered in finalkits and the minimum required leadtime.5. Rough Order of Magnitude Pricing data to manufacture, adapt to vehicleconfiguration and provide adhesion system.
