- The Department of Commerce, The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1 with Cameca Instruments, Nampa, ID for a Maintenance/Service Agreement for a Cameca 4F Secondary Ion Mass spectrometer. This Support Plan shall provide labor during a PM visit which shall include, but not be limited to, emergency and non-emergency maintenance for aligning the Cameca 4f instrument optics, servicing primary ion beam components, servicing secondary ion beam components, evaluating and replacing secondary column hardware, troubleshooting and replacing electronic chassis components, and troubleshooting and replacing primary and/or secondary magnet components when it is deemed necessary that a portion or portions of the instrument are not working correctly and in need of repair, servicing, and/or replacement. *****Sole source determination is based on the fact that Cameca is the sole source equipment manufacturer and service provider for all Cameca Spectrometers, parts, tools, training, technical support and field service support. Only Cameca is capable of servicing and repairing this scientific hardware and Cameca does not license others to provide these services on their proprietary equipment. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 10, 2010 will be considered by the Government.
