Description
Project Title: Native American Center for Excellence (NACE)-Prevention Technical Assistance RFP No: 277-10-0343 Project Description: The Center for Substance Abuse Prevention, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four option years entitled “Native American Center for Excellence (NACE)-Prevention Technical Assistance” Reference No. 277-10-0343. This project is Competitive under the 8(a) program under NAICS Code 541611. The purpose of this project is to manage the Native American Center for Excellence (NACE)-Prevention Technical Assistance contract to provide culturally centered training, technical assistance, and information resource services to a variety of tribal SPF-SIG (Strategic Prevention Framework-State Incentive Grants), other Native and non-Native audiences (health and social service providers, federal and state level organizations, community and faith-based providers serving Native Americans) throughout the United States. The focus of this contract is to continue to support SAMHSA’s SPF by meeting the Framework Essentials, rely on and recognize the important role that Tribal Nations and communities play in coordinating prevention funding, establishing and implementing policies and evidence-based programs, strategic planning, and developing infrastructure. NACE will support the Native American Tribes and Tribal Organizations and provide technical assistance to these communities in developing and implementing their plans to address substance abuse prevention and related disorders in Native Americans. NACE will utilize the latest knowledge of risk and protective factors and promote science and evidence-based practices to enable accountability and results. Based on lessons learned from the original contract, the Center will continue to collaborate with SAMHSA’s Center for the Application of Prevention Technologies (CAPT) and CSAP’s Service-to-Science Initiative (STS) to emphasize STS approaches that include bridging local practices with science through culturally appropriate evaluators, client participation in STS academies and follow-on training and technical assistance (TTA). Furthermore, NACE will continue to leverage public and private resources through partnerships to achieve long-term goals. The Center will have an Expert Panel that will continue to develop and sustain these partnerships. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option periods. The estimated date for issuance of the RFP is April 8, 2010 with proposal responses due 30 days later on May 10, 2010. The solicitation may be obtained by either of two ways: by mail, or electronically by downloading a file from FedBizOpps; Files will not be made available until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above to request a copy of the amendments (if any) to the RFP be sent to you by mail, or check the FedBizOpps regularly for the amendments which can be downloaded electronically. You may choose either of the two methods for obtaining the RFP and amendments. Note, however, that if you rely on the FedBizOpps for obtaining the RFP and amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, that you have downloaded these documents. All RFP requests must cite the RFP Number. Requests for copies of the RFP must be made in writing. Fax requests will be accepted at (240) 276-1510, but please confirm by phone that your fax request has been received.
