- The Naval Air Warfare Center Aircraft Division (NAWCAD) Naval Air Systems Command (NAVAIR), Patuxent River, Maryland is publishing this request for information (RFI) for Market Research purposes only. This market survey RFI is being conducted to assist NAVAIR in understanding the currently available drawer and cabinet solutions that can serve as a warehouse storage solution and that can integrate with and augment existing supply Mobile Facilities (MF's) that serve as the deployable, expeditionary storage/warehouse solution. Scalability and flexibility are needed in order to store and transport aviation spare parts in a building block fashion as single drawers, stacks of drawers, cabinets with drawers installed, and/or as bulk storage cabinets. The desire is to be able to quickly configure this capability as a set of drawers or cabinets, a medium size container full of cabinets, a MF with drawers/cabinets installed or even multiple MF's worth of drawer/cabinet combinations. The concept is aviation spare parts storage from the warehouse, to the battlefield, and back to the warehouse in a scalable, tailorable, durable drawer/cabinet capability integrated within existing facilities. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the governemnt to form a binding contract. Your response to this notice will be treated as informational only. There is no commitment on the part of the Government nor the intent to award a contract on this RFI. This announcement IS NOT a Request for Proposal nor does the Government intend to pay for any information solicited. The level of Security clearance and amount of Foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market survey are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this market survey. Requirements Description SPECIFIC INFORMATION OF INTEREST Existing industry solutions that meet a significant number of the following functional requirements are sought for evaluation and assessment by the government. Integrate with Existing Supply Mobile Facilities o Gross weight in fully loaded MF configuration not to exceed 15,800 lbs maximum payload o Cabinets must conform to meet ISO and CSC certification when secured within MF o Empty cabinets must be able to be moved in and out of a standard Maintenance Mobile Facility (8'x 8'x 20') by two persons(174 lbs per MIL-STD-1472F) o Durable, simple mounting mechanism that can be easily retrofitted to existing MFs Integrate with Future Medium Container Variant (ISU type) o Enable securing and movement of multiple fully loaded cabinets simultaneously o Durable, simple mounting mechanism o <5K gross weight fully loaded - movable with existing 5K forklift o Transported internally by CH-46E, MV-22B, CH-53E/K, and C-130 aircraft (see Drawer and Cabinet Transportability) Drawer Characteristics o Provide handles to allow overhead lifting by two persons when full o Securable (not lockable) o Protect material from sand and moisture when secured o Cover that prevents spillage of material between internal compartments o Available in three sizes (heights) small, medium, and large o Allow for dividable and reconfigurable compartments o Easily removable from cabinet without tools o Stackable when removed from cabinet o Gross weight of drawers empty (no material) not to exceed 44 lbs o Gross weight of drawers fully loaded not to exceed 174 lbs (two person lift) Cabinet Characteristics o Gross weight of cabinets empty (no drawers) not to exceed 174 lbs (lift w/ two persons) o Allow for drawers to easily slide in and out (fully) o Allow for various size drawers to be combined (i.e. 3 large or 2 large/1 medium/1 small or 2 medium/5 small, etc..) o Maximum height of 74", maximum width of 36", and maximum depth of 28" (in order to fit into and allow for easy load/unload in existing MFs) o Cabinet and slides able to support installed drawer load (maximum of 174 lbs) o Movable with pallet jack (using forklift pockets) when fully loaded with drawers and material o Cabinets must be lockable to keep drawers and contained material from being removed o Able to stand alone (loaded or empty) o Cabinet must stand alone without mounting base or platform o Interlocking mechanism between cabinets o Securable within MF vans (Cabinets fully accessible from inside closed container) • Uses base mounting/locking device (to be retrofitted in existing MFs) o Bulk storage variant • Adjustable shelving • Ability to strap material to shelves • Same size as drawer cabinet Drawer and Cabinet Transportability o Gross weight of single drawer fully loaded not to exceed 174 lbs (lift w/ two persons) o Gross weight of cabinets empty (no drawers) not to exceed 174 lbs (lift w/ two persons) o Drawers and cabinets (separate or together) transportable by HMMWV (84" X 52") o Drawers and cabinets (separate or together) transportable internally by CH-46E, MV-22B, CH-53E/K, and C-130 (aircraft troop/cargo compartment dimensions follow) • CH-46E: 24 feet long by 6 feet wide and 6 feet high • MV-22B: 24.17 feet long by 5.92 feet wide by 6 feet high • CH-53E: 30 feet long by 7.5 feet wide and 6.5 feet high • CH-53K: 30 feet long by 7.16 feet wide and 6.13 feet high Drawer and Cabinet Environmental Specifications o Achieve minimum 20 year service life o Operate from -40 degrees F to +125 degrees F o Storage from -65 degrees F to +160 degrees F o Drawers must provide environmental seal from sand and moisture o Bulk storage cabinet must provide environmental seal from sand and moisture o Sliding mechanisms must operate in harsh environmental conditions (desert/artic) o Paint and color scheme must withstand environmental conditions and not chip, flake, or breakdown from prolonged exposure to elements Drawer and Cabinet Corrosion Resistance o All external exposed surfaces must be covered by a durable, non-corrosive paint that requires minimal preventative maintenance such as sanding and painting Drawer and Cabinet Radio Frequency Identification (RFID) o Each drawer and cabinet must contain a serialized, passive barcode tag that is interoperable with existing USMC RFID scanner technology Part I.
