Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award a purchase order on a sole source basis with SPECS Surface Nano Analysis, Inc., 20 Cabot Blvd. Suite 300, Mansfield, MA 02048. This requirement is for a dual phase locked loop oscillation control system which is required to provide accurate detection and control of a mechanically vibrated AFM sensor for NIST research on dynamic mode nanomechanical property measurement. The system must integrate two oscillation controllers that operate synchronously in detecting and controlling two independent modulation signals in the range from 100Hz to 5 MHz with a resolution of 5pHz. The system must also utilize Labview programming interfacing to be compatible with NIST existing research AFM instrumentation. The required characteristics and measurement capabilities are only found in the Spec Nanonis Dual-OC4 system and could not be found in any other commercial instrument dedicated for the fine control of mechanical oscillations. The hardware and software are proprietary to Nanonis GmbH and the required dynamic AFM measurement capability cannot be provided by any other source. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b) because the Government has not identified any other source that can meet the requirements specified above. Interested concerns may identify their capabilities by submitting a capability statement that clearly and unambiguously demonstrates in written narrative format their ability to provide these services. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
