Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued in conjunction with FAR 13 Simplified Acquisition Procedures, as applicable. The solicitation number is 1070469. The solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. This Acquisition is set aside for small businesses under NAICS code 541612, Human Resources Consulting Services with a small business size standard of $7.0 million. The Food and Drug Administration/National Center for Toxicological Research has a need to obtain the services of an expert and authority for the full range of human capital management practices to serve as a key advisor to management officials in developing, recommending, implementing, and directing programs and policies pertaining to select human capital management functions. The requirement includes i) assisting management with the planning of management and human resource programs and draft policies to support workforce strategies; ii) assisting management in setting the direct, as well as compliance, of human capital programs; iii) assisting with workforce evaluation(s); and iv) providing guidance on competency gap analysis, classification, recruitment, retention, and succession management. The Contractor shall accomplish the following: 1.Analysis of current organization structure (data provided by government) for development of a recommended reorganization package that outlines the structure of the organization, the standard administration codes (SAC), lines of authority and appropriate office description to correctly align the Center’s structure so it will efficiently achieve the mission of the FDA. The finished package shall be current and accurate for placement on FDA’s internet/intranet. 2.Analysis of current needs and skills of NCTR for development of a succession plan that lists the essential positions at the NCTR. The Contractor shall review proposed Federal Register guidelines, create training plans, and outline recruitment strategies to retain (or obtain) human capital necessary to accomplish NCTR’s mission to protect public health. The Contractor shall interview NCTR Management to gather data critical in developing this plan. 3.Development of a quick reference guide for NCTR Management regarding labor relations requirements and contacts and define union procedures and practices. The contractor shall interview NCTR Senior Management to analyze needs for this guide. Deliverables: 1aInitial draft of reorganization plan due 30 days after award of purchase order 1b.Final reorganization plan due 60 days after award of purchase order 2a.Initial draft of succession plan due 90 days after award of purchase order 2bFinal Succession plan due 120 days after award of purchase order 3aDevelop initial quick reference guide, 150 days after award of purchase order 3bFinal Quick Reference guide, 180 days after award of purchase order The above deliverables are to be delivered to the Project Officer within the delivery time stated in both hardcopy and electronically. Simplified Acquisition Procedures will be utilized. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. The Provision at FAR 52.212-2 Evaluation – Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical: Contractor shall be knowledgeable in the current rules and regulations of the Office of Personnel Management as related to the Federal Capital Management Program, Federal Union practices and procedures, in Labor Relations requirements, and in the Federal Register guidelines. 2. Price Technical and Price are of equal value. The Government reserves the right to make an award without discussions. The Provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, applies to this acquisition. An offeror shall complete only paragraph (b) if applicable, of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The following addenda have been attached to the clause. The supplies and/or services delivered hereunder shall be inspected and accepted at destination by the contracting officer’s representative (COR) specified at award. If the supplies or services are acceptable, the COR shall promptly forward a report of inspection and acceptance to the paying office. If the supplies or services are not acceptable, the COR shall document the nonconforming items/services and immediately notify the contracting officer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.222-3, 52.222-19, 52.222-21, 52.222-26.52.222-36, 52.222-51, 52.225-13 and 52.232.33. The following additional provisions and/or clauses apply: 52.204-7 and 52.223-6. Clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http://www.arnet.gov/far/ CCR Requirement – Company must be registered in the Central Contractor Registration (CCR) system before an award can be made. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this solicitation notice. It is the offeror’s responsibility to monitor the internet site for the release of any amendments to the combined synopsis/solicitation. Offers that fail to complete the required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration.
