Solicitation Number: HSFEHQ-10-R-0056 Solicitation Number: HSFEHQ-10-R-0056 Notice Type: Request For Information Agency: Department of Homeland Security Office: Federal Emergency Management Agency (FEMA) Location: Individual Assistance Program Office 430 Market Street Winchester, Virginia 22603 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is a mechanism to obtain feedback from industry in regard to the information sought below. This information will be evaluated and the responses provided may be used in the requirements development for a Statement of Work. This is not a synopsis preceding the issuance of a solicitation. Rather, it is market research issued solely for information purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). The Government has no specific plans for procurement at this time. With this RFI we request information regarding your company and your products/services. The purpose of this RFI is to conduct market research to determine if there are vendors who have a commercial off-the-shelf web based application to replace the current FEMA Mail Utility. The need for this RFI is to reduce costs and improve the accessibility of legacy applications. The new proposed Mail Utility is to align business processes more closely with innovative and efficient information technology capabilities. The Mail Utility application shall reduce FEMA's maintenance and exposure to obsolete/unsupported software, provide new efficient mechanisms for existing outgoing operational processes, and accelerate the rendering process of letters to vendors for automated printing and direct mailing. The application shall render unique printable files for each applicant from existing correspondence templates, and defined data elements that are directly associated with the Applicants' disasters assistance. The expectations are that this application would have the ability to merge data from a backend oracle database creating printable objects which would be used on the front end for multi-language letter generation, address validation, printing, sorting, tracking and reporting. The application shall have the capability to send generated files directly from the server to a high speed (postscript formatted) print queue for execution. The solution shall communicate back to NEMIS, identifying that Applicant correspondence was successfully printed and mailed. The Federal Emergency Management Agency (FEMA) under the authority of section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §5174, and Title 44 of the Code Federal Regulations (CFR) may provide financial assistance and, if necessary, direct services to eligible individuals and households who, as a direct result of a major disaster, have necessary expenses and serious needs and are unable to meet such expenses or needs through other means. FEMA uses NEMIS to process disaster victim applications. The current Mail utility within NEMIS is utilized to generate all NEMIS correspondence which is sent to the disaster victim. USPS Integration The proposed Mail Utility will interface with the following USPS programs and features, but not limited to: •· Intelligent Mail Barcode Services with the ability to: •o sort letters and flats; •o track individual mail pieces; •o avoid duplicated barcodes; •o provide central management of unique barcodes; •o tie relevant mailing and database information to a specific mail piece; •o provide a customizable report generator for mail delivery performance; and, •o meet the following requirements: •§ addressing; •§ readability; and. •§ automated process. •· CASS (Coding Accuracy Support System) with the ability, but not limited to : •o provide address validation, correction and standardization for evaluating the accuracy of address matching for: •§ Five-digit coding •§ ZIP + 4/ delivery point coding •§ Carrier route coding •§ Delivery Point Validation •o achieve a certifiable percentage of compliance as outlined by the USPS; •o presort mailings prior to printing for maximum postal savings from USPS; •o add missing address information; •o standardize city names and state abbreviations; •o correct misspelled address elements; and, •o append ZIP + 4®, carrier route, line of travel and county information. Processing The proposed solution shall have the processing ability to: •· integrate specified NEMIS form fields for merged correspondence data; •· post date/time in NEMIS that the correspondence was in the queue to be printed; •· track vendor progress; •· generate customized print reports; •· sustain a peak capacity of 40-60 simultaneous users; and, •· utilize existing FEMA IT Security standards and applications roles. Viewing The proposed solution shall have the viewing ability to: •· display mailing status of Applicant correspondence within the NEMIS system; •· view, query and print correspondence electronically in a web browser, accessed by the Internet; and, •· view printed correspondence in multi-languages as selected in NEMIS. Printing The proposed solution shall have the printing ability to: •· prepare correspondence for printing and execute print jobs for output; •· automate spooling and printing a high volume of letters with minimal rendering time (1000 letters per 15 minutes); •· exhibit compatibility with post script printer; •· print all correspondence as specified in NEMIS; and, •· regenerate individual letters upon request. Qualifications The successful vender will demonstrate the following: •· Exhibits strong expertise and migration experience with complex projects. •· Delivers quality solutions cost effectively. •· Provides defined deliverables at every stage (Production, Test, Development) of the project. The successful vendor will be expected to: •· migrate legacy applications to new technologies without sacrificing functionality, usability features or performance. •· conduct a thorough study of the existing code and the business requirements to determine the best methods for new technology implementation. Disclaimer: Respondents are asked to provide a non-binding budgetary estimate of the cost for the commercial off-the-shelf web based application as outlined in this document. FEMA understands that only high-level estimates can be provided until detailed information regarding requirements and other user needs is provided. Cost estimates will be treated as such and will not be considered binding in any respect. FEMA does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. This RFI will be the basis for collecting information on products available. This RFI is issued solely for information and planning purpose only and does not constitute a solicitation. All information received in this RFI that is marked "proprietary" will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. Responses to this RFI are not offers and cannot be accepted by FEMA to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Additional details are to include: Turnover, growth, locations, and number of employees; Details of the vendor's current functionality that meets FEMA's requirements; Vendor background, quality accreditations, experience of the systems proposed, your business sector and implementations; Staff maintenance and support details, options, Service Level Agreements; Implementation assistance to include user training and IT implementation support; Contact details of key staff involved and examples of implementation.
