- Job Classifications Statement of Work for Jordan Recruitment Services THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. Solicitation MCC-10-0060-RFP entitled "Jordan Recruitment Services" is issued as a Request for Proposals. The Government contemplates award of a firm-fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30. The associated North American Industrial Classification System (NAICS) code for this procurement is 541618- Other Management Consulting Services, Small Business size standard $3.5 million. This acquisition is open to all qualified offerors. The Millennium Challenge Corporation (MCC) seeks a contractor with a physical presence (an established office or facility) in Jordan that specializes in the recruitment of qualified, properly compensated personnel to staff MCA-Jordan. The MCC needs assistance in the recruiting process including but not limited to the following activities: 1) developing a comprehensive recruitment plan for obtaining highly qualified applicants; 2) placing effective advertisements in appropriate venues to ensure that qualified candidates are notified of the openings; 3) developing evaluation criteria and an evaluation plan resulting in a short list of candidates for each position. Interested offerors must also provide DUNS number and tax identification numbers. The MCC reserves the right to award without discussions. All questions must be directed by email to wallacet@mcc.gov and mangumkc@mcc.gov (as secondary contact). Questions must be received by 02:00p.m. (DST) on 7 April 2010. Responses to questions will be addressed as amendment to the RFP. No questions will be answered over the phone. Proposal packages shall be accepted by mail only with a confirming proposal emailed to wallacet@mcc.gov. Both (mail package and email) must be submitted by the due date. No other method of submission will be accepted. Proposals are due 14 April 2010 at 02:00 PM EDST.
