- Competitive Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is F1A1A10069A004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. The North American Industry Classification System code is 512110 with a business size standard of $29.5 million. The proposed contract is 100 percent set-aside for small business. CONTRACT LINE ITEMS: 0001: Nonpersonal Services: The contractor shall furnish personnel, equipment, tools and transportation necessary to provide audio truck services to include taping services, production, post production services, and meetings for the United States Air Force (USAF) for four or five days. The contractor services shall be performed at the Strathmore Hall, Bethesda, MD 20852-3385, in accordance with the statement of work (SOW) below. The period of performance is from 12 April 2010 through 14 May 2010. QTY: 5, UNIT OF MEASURE: DAY, UNIT PRICE: Schedule A: tiny_mce_marker_________, EXTENDED AMOUNT: tiny_mce_marker_________. Schedule B: tiny_mce_marker_________, EXTENDED AMOUNT: tiny_mce_marker_________. 1.0. DESCRIPTION OF SERVICES 1.1. SCOPE OF WORK: This is a taped event for later broadcast. A production meeting shall take place on 12APR10. Load-in shall take place on either 10 or 11 MAY10 at the Strathmore in Rockville MD. The rehearsal/taping takes place on 13MAY10 and a live taping will occur on 14MAY10. The video shall be captured by a dedicated truck to be provided by the USAF. The contractor shall receive time code for post production from the government. The audio will be edited and mixed by the government. The USAF shall deliver edited product to contractor for final 5.1 surround sound mixing and mastering for use in the final broadcast product. The final mixing shall occur on 14-18JUN10. The contractor for this Statement of Work will provide the following gear for on-site filming/recording of the event. The contractor shall deliver the Audio masters in the form of the hard drives when the taping is complete 1.2. TAPING SERVICES: The contractor shall provide appropriate number of trained persons and equipment (see list below) necessary to accomplish all numbered items listed in the Statement of Work. Any substitution of gear must be approved in writing by the USAF Band Producer. The contractor shall provide examples of work. Examples should represent the contractor's ability to record a live musical production. Acceptable format is Compact Disc. 1.3. POST PRODUCTION SERVICES: The contractor shall be on site at Bolling AFB for the final mixing and surround sound mastering. The dates shall be 14-18JUN10. The government shall provide all equipment. 1.4. MEETINGS: The contractor shall ensure that key personnel attend the production meeting at Bolling AFB, DC within a 24 hour notification period. Key personnel shall be available, in person or via teleconference, for any additional meetings that may be required during the entire production period 12APR10 - 18JUN10. 1.5. PRODUCTION: All key personnel shall be on-site and available from 10-14MAY and 14-18JUN10 as determined necessary based on coordination with SMSgt Jeb Eaton (202) 767-4095 (USAF Band Producer). During this period, specific rehearsal times, arrival times, and release times shall be subject to change and the contractor shall meet the requirements necessary to fulfill the production expectations. The contractor shall ensure key personnel can be contacted immediately if an emergency meeting or change in schedule becomes necessary. All meetings and services shall occur at The Music Center at Strathmore 5301 Tuckerman Lane North Bethesda, MD 20852-3385. There are two options for schedules. The contractor shall provide a separate quote for each schedule Schedule A is as follows: Production Meeting 12APR10 1000-1200 Load-In 10MAY10 0800-1700 Cue to Cue Tech Rehearsal/Work Notes 11MAY10 0800-2200 Cue to Cue Tech Rehearsal/Work Notes 12MAY10 0800-2200 Dress Rehearsal and Taping 13MAY10 1000-2100 Show and Taping 14MAY10 1300-2200 Load-Out 14MAY10 2200-0300 Schedule B is as follows: Production Meeting 12APR10 1000-1200 Load-In 11MAY10 0800-1700 Cue to Cue Tech Rehearsal/Work Notes 12MAY10 0800-2200 Dress Rehearsal and Taping 13MAY10 1000-2100 Show and Taping 14MAY10 1300-2200 Load-Out 14MAY10 2200-0300 Audio Post Production 14-18JUN10 0900-1730 1.6. CONTRACTOR QUALIFICATIONS: The contractor shall meet the minimum qualifications as identified below. 1.6.1. The contractor shall provide at a minimum the appropriate number of trained persons and equipment necessary to provide audio services for the USAF Band Veterans Day Taping in accordance with all numbered items listed in the Statement of Work. 1.6.2. The contractor shall provide a recording engineer to run equipment. The engineer shall have a minimum of 8 years experience per person operating the equipment. The engineer shall have recorded at least 60 musical productions for broadcast. 1.7. GENERAL INFORMATION 1.7.1. Compliance with Laws and Regulations. The service provider shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, permits, Department of Defense (DoD), AF, and base requirements and instructions required for the performance of the duties in this SOW. The service provider shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental pollution risks. 1.7.2. Indemnification: The contractor agrees to indemnify and hold the Government and the Department of the Air Force harmless, whether in tort or in contract, for any and all loss or liability for injury to or death of service provider personnel in transit to, from or during the period of attendance at any of the required locations in support of this production. 1.8. Personnel Security 1.8.1. The contractor shall ensure compliance with all federal, DoD, AF, and Bolling AFB vehicle identification policies for contractor owned vehicles. 1.8.2. The contractor shall obtain proper identification badges for access to Bolling AFB, for the duration of the contract. 1.9. RIGHTS AND ROYALTIES: All rights and royalties resulting from the production of this musical shall become the property of the United States Air Force and the United States Air Force Band. The contractor shall not have any rights to potential royalties, now or in the future, as a result of their performance under the terms and conditions of this contract. 1.10. CONTRACTOR FURNISHED EQUIPMENT The contractor shall provide the following equipment 1.10.1. Audio Production Truck 1.10.2. Audio Production to consist of the following at a minimum: 1-Production Trailer no larger than 48' by 8'6"but large enough to accommodate a crew of four. 1-96 input Digital Console that meets the following specs at a minimum 48 Input Faders 48 Monitor Faders Dedicated EQ and Dynamics controls on every channel 6 Channel main mix buss compressor 48 Multitrack busses Full Console recall of all parameters 128 outputs to multitrack recorders 12 aux busses 12 main mix busses 5.1 Surround Mixing Capability 1-96-input Fiber optic Mic Preamps on stage with dual transformer splits Truck has 5 incoming video line plus genlock all with humbuckers 1.10.3. Recording Systems shall have the ability to record a minimum 64 simultaneous tracks on a 24 Bit Pro Tools HD Accel System. This is mandatory as the final products must be edited on government resources that need this file format without conversion or compatibility concerns. The system shall have an additional 64 tracks of hard disk recording capability and minimum of 2 CD recorders to make reference recordings. 1.10.4. Monitoring system shall be able to monitor studio quality 5.1 surround sound at the console location. Additional studio quality audio monitors shall be available at the producers desk. The system shall include its own camera and at a minimum a 25" display monitor at the consoles location and an additional 3 19" color monitor to be used as needed. 1.10.5. Blank Tape Stock to consist 4 GTKey400 Glyph Drives. This is mandatory as the units must interface with USAF assets in audio post production. Will provide all necessary. 1.10.6. Microphones and Stands at a minimum shall consist of an assortment of studio quality condenser microphones. Subject to change as instrumentation changes. 25 - black stands w/ booms 4 - large black stands w/ booms 2 - tall stands w/ booms 1.10.7. Communications to include the following at a minimum: 1 - Multi-channel PL Communications 3 - Phone lines (modular jacks) 2 - Walkie Talkies 1.10.8. Power Distribution to include the following: 1 -208V Power Distro Breakout 300' of entertainment power cable with camlock E1016 connectors All technical systems are single phase transformer isolated, regulated & fed to multiple battery backup UPSs 1.10.9. The contractor shall provide all cable, accessories and parts to operate all equipment provided to have the ability for 5.1 surround sound reverb and effects, studio quality reverb, harmonizing, delay, compression, limiting chorus for a minimum 20 channels simultaneously. Due to production limitations the following cable is the minimum required. LABOR CALL TO INCLUDE THE FOLLOWING, ALL OTHER POSITIONS SHALL BE PROVIDED BY THE GOVERNMENT: Engineer Tape Operator Audio Stagehand FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and the applicable Addendum to FAR Clause 52.212-1, 52.212-1(m) is as follows: 52.214-31(f)(1) fax# (202)767-7887, 52.214-34, 52.214-35, 52.252-1 http://farsite.hill.af.mil, 52.252-5: (b) DFARS (Chapter 2), 252.225-7000 and 52.212-1(n): The contractor shall provide a certificate of insurance naming Strathmore Hall Foundation, Inc. as an additional insured for liability coverage of up to $1 Million and up to $100,000 property damage. This is a necessary requirement, thus proof of insurance must be presented to Strathmore and this requirement should be considered during proposal preparation. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Technical Capability Price and technical capability are equally important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. ADDENUM to 52.212-2 Basis for award: The Lowest Price Technically Acceptable (LPTA) process will be used. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standard for technical acceptability. Technical Capability: The standard is met when adequate resumes/certifications for key personnel are provided with sufficient information indicating personnel education, experience and examples of work submitted as well as any other information relative to performance of this contract. The extent, depth and quality of the key personnel's relevant work experience, as well as the quality and applicability of their education technical experience and professional development as they relate to their proposed position in performance of the contract shall be evaluated. Examples of work will be evaluated for the ability to meet requirements stated in section 1.2 Taping Services of the Statement of Work. Rating Definition Acceptable Acceptable - meets minimum mandatory requirements. Unacceptable Unacceptable - does not meet minimum mandatory requirements. FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items" applies to this acquisition and offeror(s) must include, a completed copy with its offer.
