Description
The Office of Substance Abuse and Mental Health Service Administration (SAMHSA), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the National Congress of American Indians (NCAI), 1516 P Street, N.W., Washington, D.C. 20005. The Substance Abuse and Mental Health Services Administration continues to support the expansion and/or enhancement of substance abuse treatment for the various treatment drug court models, including adult, juvenile, family, reentry and veterans courts. The drug court model integrates substance abuse treatment, sanctions, and incentives with case processing to judicially supervise drug-involved defendants/persons involved with the justice system. SAMHSA has been one of the primary sponsors for previous annual Juvenile and Family Drug Court Training Conferences as well as the Annual Drug Court Training Conference conducted by the National Association of Drug Court Professionals (NADCP). The purpose of this contract is to further SAMHSA’s program goal of providing training and information to current and potential treatment drug courts in order to improve their clinical interventions and to improve their overall effectiveness. This purchase order provides support to support logistical assistance to CSAT’s Treatment Drug Court grantees and to provide support for NADCP’s 16th Annual Drug Court Training Conference from June 2 – June 5, 2010 in Boston, MA. Attendance is expected to exceed 2,500 persons. The 2010 annual conference will combine the adult drug court training conference with the juvenile and family drug court training conference for the fifth time. After receiving extremely positive feedback from last year’s conference, SAMHSA’s Treatment Drug Court grantees will attend the NADCP Conference following the SAMHSA Drug Court Grantee Meeting. NADCP is the contractor for this purchase order. SAMHSA will participate in the planning of the NADCP’s 16th Annual Drug Court Training Conference. The contractor shall provide hotel rooms and logistical support for the SAMHSA Drug Court Grantee Meeting and will manage the conference, provide a summary report describing the successes and weaknesses of the conference, and recommend next steps in training for Treatment Drug Courts. (The contractor is also receiving financial assistance from other sources to hold the conference.) The contractor shall be responsible for the following tasks: Task 1:Initial meeting Within one week from the effective date of the contract (EDOC), the contractor will meet with the Project Officer (PO) to discuss the specific tasks to be accomplished under the contract. Task 2: Telephone meetings The contractor will conduct regular telephone meetings with the PO to review the status of the tasks and to plan future activities. Task 3:16th Annual Drug Court Training Conference from June 2 – June 5, 2010 in Boston, Massachusetts. SAMHSA and the contractor will jointly plan and develop the treatment track of the drug court portion of this training conference, in which SAMHSA will be identified as a major partner. Subtask 3.1: Treatment Drug Court Sub-Committee of the Executive Planning Committee The contractor and SAMHSA will organize a Drug Treatment Court Sub-Committee of the Executive Planning Committee. This Subcommittee of the Executive Committee will be comprised solely of experts from SAMHSA/CSAT and NADCP who will make decisions regarding the speakers for one plenary session (SAMHSA Administrator Pam Hyde and/or Dr. Westley Clark will be asked to be keynote presenters) and will provide recommendations and approval for various topics and speakers for the conferences. The NADCP staff committee handles conference logistics and implements programmatic plans developed by the Executive Committee. Subtask 3.2 The contractor will prepare a recommended timeline and process for final decisions in determining workshops and presenters. Subtask 3.3 The contractor will submit an overall informational, marketing, and publicity communications plan. The contractor shall prepare a brochure for the conference. SAMHSA should be identified as a major sponsor of the Conference in brochures and other written materials, and should be acknowledged orally at the Conference. Subtask 3.4 The contractor will provide trainers and speakers for the family drug court portion of the conference, and will provide them with all supplies and materials necessary to ensure a successful training experience. The contractor will pay for the travel expenses of up to 23 trainers and speakers. The contractor will also pay speaking fees for up to 10 of these 23 speakers. The contractor will pay the travel expenses of a limited number of conference attendees only if all trainers and speakers of the family drug court portion of the conference have had their travel expenses paid. Subtask 3.5 The contractor shall conduct the conference. Task 4: Final Report. The contractor will provide a summary report describing the successes and weaknesses of the conference, and recommending next steps in training for Treatment Drug Courts. Sub-task 4.1:Specifically, the contractor will provide to the Project Officer a draft report for review and feedback from the Project Officer. Sub-task 4.1: Based on the guidance and feedback of the Project Officer the contractor will provide a final report. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
