- The Office of Substance Abuse and Mental Health Service Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the National Association of State Mental Health Program Directors, 66 Canal Center Plaza, Suite 302, Alexandria, VA 22314. The Substance Abuse and Mental Health Services Administration (SAMHSA) was created in 1992 to work in partnership with States to improve prevention, treatment and rehabilitation services for individuals with mental illness and substance abuse disorders. SAMHSA’s Center for Mental Health Services’(CMHS) mission is to bring new hope to those who experience mental health problems by leading Federal efforts to focus attention, programs, and funding on improving the lives of people with or at risk for mental disorders. The purpose of this contract is to will develop a report on the current status of consumer involvement by SMHAs, promising and best SMHA practices and national guidelines to expand such efforts. This paper will conduct a national analysis of SMHA levels and types of consumer involvement strategies including the characteristics and impact of these efforts in order to identify promising and best practices. Based on the findings of this national analysis, national guidelines for SMHA consumer involvement will be offered. The contractor shall be responsible for but not limited to the following tasks: Concept Clearance Standard Language a. The contractor shall not expend funds on the development of any specific communications product until the SAMSHA Office of Communications (OC) has received concept clearance (with or without special conditions) for the product from the HHS Office of the Assistant Secretary for Public Affairs (OASPA.) For this purpose, a communications product is defined as an item of printed or audiovisual information carrying the Department's name as the publisher or in which the Department has a proprietary interest, whether written or published in the Department or outside, regardless of how it is financed. b. A publication or audiovisual product requires clearance through SAMHSA OC and OASPA if 50 or more copies are to be distributed outside of HHS, or if it will be posted on a Website available outside of HHS. This applies to communications products distributed to: Congress; other Federal State, and local branches of government; contractors; grantees; the public or other constituencies; and intermediaries. It includes products printed or duplicated by contractors or by desktop means. Communications products include, but are not limited to: books, booklets, brochures/pamphlets, reports, newsletters electronic/web, videos, CD-ROMs, and audiotapes. Writer/Editor Standard Language Products being developed under this contract for potential dissemination by or on behalf of SAMHSA must be developed and/or reviewed by a senior writer/editor who has been identified among the key personnel for this project. That individual must be able to provide the necessary expertise for appropriate and accurate content and editorial review needed to achieve a nigh standard of excellence in content, syntax, grammar, and style, including attention to the match between target audience and content level. Manuscript/Galley Standard Language Products developed under this contract for potential dissemination by or on behalf of SAMHSA should - (i) reflect consistent use of a style manual (preferably GPO, although other manuals may be selected and used with reason); (ii) adhere to common standards of grammar and usage; and (iii) include correct form and content in use of logos, content and look of cover, title page, acknowledgement, and disclaimers as determined by SAMHSA's OC and the HHS OASPA. Specific tasks: Task 1 - Initial Meeting and Project Plan Within ten working days of the contract effective date, the contractor shall meet (in person or through a conference call) with Project Officer to review the Plan of Performance, make changes if necessary, and discuss all aspects of the contract. At this meeting the Project Officer will clarify any remaining issues with regards to the project. Task 2 – Revised Plan of Performance If the Plan of Performance is revised, submit within ten working days of the initial meeting, three hard copies and one electronic copy the revised Plan of Performance that incorporates Project Officer’s comments and meeting agreements Task 3 – National Review of SMHA Consumer Involvement Within two weeks of the contract effective date, submit a draft plan for conducting a national review of SMHA consumer involvement including the identification of items for the inquiry and process for attaining this information. Within three weeks. Submit a revised plan that incorporates the Project Officers’ comments. Within twelve weeks, conduct the national review, analyze the findings and submit a summary to the Project Officer for review and comment. Task 4 – National Experts Meeting Within sixteen weeks, convene a meeting of 20-25 SMHA representatives who are national experts in consumer involvement to review the findings of the national analysis. In so doing, they will identify promising and best practices of SMHAs. Within eighteen weeks, submit a brief summary of the meeting to the Project Officer for review and comment. Task 5 - Development of Outline of the Final Report Within twenty weeks of the contract effective date, submit a proposed outline of the final report to the PO for review and comment. Task 6 – Draft Paper Including Recommendations The contractor will submit within twenty eight weeks of the contract effective date, three hard copies and one electronic copy of the draft report including practice guidelines to the PO for review and comment. Task 7 – Final Report Including Recommendations Upon review and comment by the PO, the contractor shall revise and submit the final report including guidelines, three hard copies and one electronic copy, in print-ready format within thirty two weeks to the PO comments. Task 8 – Monthly Contract Meetings Task 9 – Monthly Progress Reports The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
