Description
Environmental Health Perspectives (EHP) It it is the intent of the National Institutes of Health to modify contract No. HHSN276200800005C on a sole source basis. The Contractor, Brogan & Partners, shall contract with Texterity to use technology to convert the printed page into vivid online text and imagery and add reader-friendly features to appeal to today's growing market of online and mobile readers; provide journal issues in Published Web Format (PWF), a plug-in, web-based solution; produce outstanding visual quality equal to that of the print version of EHP, including color, clarity and impact. Digital version should allow readers to search for topics in the issue, or click on links and transport additional background information or indexing information. The digital version's hierarchical table-of-contents, embedded page links, and phrase search and highlighting will make it easy to quickly access the articles or advertisements readers choose themselves. It shall also enable readers to clip pages and save them, or even forward them to share with colleagues. Neither a PDF nor a web page, the online solution will offer the advantages of higher circulation, increased revenue, stronger brands and increase readership. Ultimately, Texterity will distribute the locked versions of EHP subscriptions that are sold through Brogan and Partners as our contracted source for distribution. The Contractor currently procures the selected graphics for each issue of the journal and sets up the journal files for print and distribution by an outside vendor. After the print file is created some modification is necessary in order for the file to be sent to Texterity. In addition, the graphics that Brogan has purchased have copyrights to them so when they purchase, they get a quote for our online version and print versions. It is cost- effective for them to get another addition for the digital version rather than the government having to purchase them for distribution. It would cost the government the original fee since it is their first purchase of the graphic. The Contractor shall arrange the production and delivery of unlocked digital versions of the journal and possibly special issues that may not be printed but produced solely as digital for cost savings, starting with volume year number 118, issue no 01, January 2010. With the exception of the January, February, March and April 2010 issues, all issues of the digital version will be delivered to EHP prior to the first of each month. No one digital edition of the journal will exceed a total of 228 pages including the cover pages. The digital version of the journal will be an exact replica of the issue currently being printed. However, there are alterations that have to be done to the files before they can be sent to Texterity for conversion. The Contractor currently handles all of the production files for EHP and will, in turn, make the requested changes for it to be convertible through Texterity. This task will be issued under task number 4 of the Contract, Production, starting with the January 2010 issue. All deliverables may be subject to Editor in Chief and/or Project Officer approvals prior to final delivery. Distribution of the unlocked digital version shall be handled by Brogan and Partners using current personnel paid under the fixed price of this contract therefore there are no new costs incurred for distribution. Distribution of the locked versions will be handled by Brogan and Partners by procuring Texterity's distribution services. Optional Task EHP Special Issues The Government reserves the right to request conversion, production and or delivery of PWF for special issues at its discretions. The Special issues would be handled the same as regular issues. EHP provides content for the issue and contractor provides lay-out and production of the product. Materials provided by the contractor undergo a series of in-house reviews by EHP staff at various stages of production and ultimate approval by NIEHS management before publication. Finally the Contractor would procure services of Texterity to convert files and create digital version. Unlocked versions will be distributed by Brogan and locked versions will be distributed by Texterity through their procurement with Brogan. This is not a RFP nor is an RFP available. All interested parties which can demonstrate their capabilities to provide the aforementioned modification may submit electronic responses to SAlly Boakye at boakyes@mail.nih.gov. Response must be received no later than 12:00 PM Easter, on March 31, 2010. Please reference notice number NLM-10-83 on all correspondence to this notice.
