- J&A for SETA bridge THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a six month bridge contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements". AFDW Contracting Division, Anacostia DC 20373 intends to solicit, negotiate and award a six month sole source bridge contract to Computer Sciences Corporation (CSC) beginning 1 April 2010 under authority of 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(iii). Awarding to another contractor will cause "unacceptable delays" in fulfilling the agencies requirement and "duplication of costs". The contractor shall continue to provide Systems Engineering and Technical Assistance (SETA) support to the Joint Integrated Air and Missile Defense Organization (JIAMDO). The SETA contract provides mission critical support services to JIAMDO for management, engineering, operations research and analysis, modeling and simulation, war fighter operations, training, exercises, intelligence analysis and data management. A follow-on full and open competition effort will be posted on FedBizOps within the next 30-45 days after this posting for a five year period of performance beginning 1 Oct 2010. Therefore, the government intends a six month bridge contract (1 April 10 through 30 Sep 10) to due to an unforeseen turn of events to complete the new package for the new SETA long term requirement. This notice is neither a request for competitive proposal nor a solicitation for offerors. A determination by the government to not compete the bridge contract is based on acquiring JIAMDO as a new customer. Any responses to this notice are solely within the discretion of the government and any information received will be filed solely for market research. This notice shall not be construed as a commitment by the Government. If your company can provide SETA services at full performance beginning 1 Oct 10 supporting a five year period of performance, then your company is encouraged to read over the Government requirements to be posted under solicitation FA7014-10-R-0011 NAICS Code 541330. The solicitation will be posted within 30-45 days after start of the bridge contract. Contractors will be solely responsible for monitoring the Internet for details and any subsequent amendments through the Electronic Posting System (http://www.fbo.gov). Registration for the solicitation is requested once it is posted since this will be the only source of information available and to compile a source list of interested offerors. To be eligible to receive an award resulting from the solicitation, the contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may call 1-888-227-2423 or apply via the Internet at http://www.ccr.gov. Contractors shall also complete the Representations and Certifications in the ORCA database at http://www.bpn.gov/orca. No paper copies will be issued. It is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. This notice does not obligate the Government to award a contract. It does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs.
