- BACKGROUND: The U.S. Army Soldier Systems Center, Product Manager Force Sustainment Systems (PM FSS), Natick, MA is conducting a market survey to identify potential sources capable of rapidly delivering portable solid waste incinerators or other solid waste thermal decomposition systems. PM FSS is not seeking information on concepts or prototypes still under development, rather, systems that are immediately ready to be deployed to oveerseas Forward Operating Bases (FOBs). This market survey is for the Government to assess existing market capability, and responses are voluntary. This notice is not an Invitation for Bid or Request for Propsal. The Army is interested in these systems to reduce the volume of mixed solid wastes at its non-permanent, deployable base camps under field conditions, and to eliminate the safety and health hazards associated with burning solid waste in burn boxes or open pits. A secondary interest of PM FSS is in immediately available heat recovery (for hot water) or waste to energy capabilities to supplement the incinerator. Required waste feedstock will be mixtures of organic and inorganic materials such as paper, plastic, glass, food, and metal. The solid waste will not include medical or hazardous wastes. In order to accommodate variously-sized and widely dispersed base camps, PM FSS is interested in learning of any immediately available, portable solid waste thermal decomposition systems that have a maximum throughput capacity of either 500 pounds per day, 1500 pounds per day, or 6000 pounds per day. The system must be able to function with diesel or JP8 fuel, because gaseous and solid fuels are not available in the area of operation. INFORMATION OF INTEREST: To support this market survey, PM FSS requests that interested parties provide product literature, system characteristics, test data, and illustrations that provide the following information about their systems: 1. Throughput capacity (pounds per day). Capacities should fit into one of the following 3 categories: 200 to 500 lbs/day; 501 to 1500 lbs/day; or 1501 to 6000 pounds per day. 2. Solid waste weight and volumne reduction 3. Estimated lead time for delivery 4. Footprint size, cube and weight of the system in both transport and operation modes 5. Total unobstructed ground space required for the safe set up and operation of the solid waste system within a FOB, to include safe distances from fabric tents and other structures 6. Pollution controls and regulatory compliance status 7. Fuel consumption (gallons per day) 8. Other consumables (e.g., gallons per day of water, chemicals, filters) 9. Electrical power demand 10. Process by-products and effluents (e.g. ash, water, etc) that require separate disposal 11. Current locations and applications where incinerator is used 12. Material handling equipment requirements 13. Prohibited waste types or sizes 14. Moisture limits of waste 15. Waste pre-processing requirements 16. Waste feed process (batch or continuous) 17. Estimated man-hours and skills required for set up and break down 18. Estimated man-hours and skills required to support daily operations and maintenance 19. Shipping configuration (e.g., pallets, skids, ISO containers) 20. Unit price, assuming an order of 50 systems of a particular size 21. Estimated per unit delivery price to CONUS locations on the East Coast 22.
